Portefeuillehoudersoverleg (PHO) over de waterontwikkelingen in de gemeente Dongen ter voorbereiding van het bestuurlijk overleg met deze gemeente.

Samen met collega Huub Hieltjes (verantwoordelijk voor de regionale keringen) een PHO over de havenplannen van de gemeente Waalwijk, die met haar plannen een primaire kering raken en een regionale kering en tal van effecten hebben op het totale waterbeheer in dat gebied. De Waalwijkse plannen zijn complex en omvangrijk en zullen leiden tot een forse aanpassing van het beheer van het water in een groot gebied. Het plan biedt ook meekoppelkansen en om werk met werk te maken en zo kosten te besparen.

In de ochtend bestuurlijk overleg met wethouder Jan-Willem Stoop van de gemeente Drimmelen. Op de agenda stonden onder andere de inhaalslag keur en oneigenlijk grondgebruik en de lacune (stukken land die waterkeren doch formeel geen dijk zijn) bij Terheijden en de herinrichting van een perceel aan de Amerweg. De afspraak werd gemaakt om samen met de gemeente de bewoners en bedrijven gelegen aan de lacune bij Terheijden te benaderen en de procedures van de aanpak van deze lacunes met hen te bespreken. Het perceel aan de Amerweg wordt heringericht met circa 200 bomen die elders zijn gekapt, waarbij het gebied een natuurlijk en openbaar karakter krijgt.
In de middag ben ik naar de netwerkbijeenkomst van het Vitaal Leisure Landschap van het gebied Hart van Brabant. Locatie Natuurpoort De Rooverstsche Leij (nabij Goirle) geweest. Dat gebied is een bezoek zeker waard.
Er waren een 8-tal presentaties, gegeven door leerlingen van de NHTV, over mogelijke “slow leisure” projecten van recreatie ondernemers die de onderlinge samenwerking en het toerisme verder zouden kunnen bevorderen.

Vandaag een lange dag als jurylid bij de netwerkbijeenkomst van het gebied Landstad De Baronie in de van Gogh kerk te Etten-Leur. De kerk en het erin gevestigde museum zijn een bezoek zeker waard. Er waren een 8-tal korte presentaties van projecten met als oogmerk ‘natuurlijk ondernemen in de Baronie’ en tal wan werksessies. Aan een drietal projecten mocht de jury een subsidie toekennen. Geld uitdelen is altijd leuk, maar het moet wel gebeuren met de goede argumenten en ook degenen die naast de ‘pot met goud’ pakken hebben recht op een aantal suggesties hoe ook hun projecten tot een succes te maken. Wat mij opviel was dat de drie winnaars projecten waren die door vrouwen gepresenteerd werden. De projecten betroffen: een project van ontdekkend leren gericht op basisschool leerlingen die in hun eigen omgeving de mooie plekjes ontdekken (Alphen-Chaam), gepresenteerd door een moeder met dochtertje. Een project “sporen in beeld” waardoor het Bels Lijntje een perron en de oude douaneloods die setting krijgen (met sporen) die het gezien de geschiedenis verdient. Dit project werd gepresenteerd door een enthousiaste jonge vrouw die op een voortreffelijke wijze de zaal meenam naar een toekomst van het Bels Lijntje zoals zij die zag. Het derde project wat in de prijzen viel was een project dat de fruitgaard nabij het Vloeiweide monument in de oude luister wil herstellen en daarmee de aandacht van een eventuele voorbijganger trekken voor het monument en haar geschiedenis. De vrouwelijke presentator was de bescheidenheid zelve.

De PAL-lezing bezocht. De lezing ging over de ruimtelijke metamorfose van Nederland 1988-2015. Feitelijk ging het over de uitwerking/realisering van de 4e nota ruimtelijke ordening die als titel had “Nederland in 2015, daar wordt nu aan gewerkt”. Het was een leerzame lezing gegeven door Ries van der Wouden van het Planbureau voor de Leefomgeving. Wat mij het meest verbaasde was de opmerking van deze ambtenaar over de realisering van het nieuwe Rotterdam CS, het enige HSL station dat binnen de tijd en binnen budget was gebouwd. Dit noemde hij een “heel bijzondere prestatie”. Als rijksambtenaren het een heel bijzondere prestatie noemen als iets binnen de tijd en budget gerealiseerd wordt, wat zegt dat dan over hun denken over de besluiten van politici die de plannen en budgetten hebben goedgekeurd? Eenmaal goedgekeurd is toch geen vrijbrief om daarna te doen wat je wilt! Of geeft dit een inkijk dat planning- en budgetvoorstellen per definitie op rijksniveau te positief worden voorgesteld om deze politiek er door te krijgen?
