Met interesse heeft ondergetekende kennis genomen van de publicatie in de Brabant Nieuwsbrief met de inhoud: “Op een vernieuwende manier samenwerken aan de bestuurlijke herinrichting van en voor Brabant”. De daarin aangegeven ambitie, verwoord in “(Veer)Krachtig Bestuur: Op weg naar nieuwe samenwerking en samenhang”, onderschrijft ondergetekende van harte. Ik vind het jammer dat het verhaal voorbijgaat aan de eenvoudig op te pakken zaken die nu vaak mede bepalend zijn voor het niet optimaal functioneren van overheden in het algemeen.
Een voorbeeld uit de eigen omgeving is de bestuurlijke verantwoordelijkheden van het natuurgebied Markiezaten/Molenplaat. Twee provincies (Noord Brabant en Zeeland), twee waterschappen (Scheldestromen en Brabantse Delta) en drie gemeenten (Tholen, Bergen op Zoom en Reimerswaal) dragen verantwoordelijkheid voor dit natuurgebied, waar niemand woont en dat als Natura 2000 gebied en als natte natuurparel veel aandacht, plannen maken en uitvoering behoeft. Het gevolg van de bestuurlijke lappendeken is dat dit gebied niet die aandacht krijgt die het verdient. Zo blijkt dat in het, op dit moment nog concept, waterbeheersplan 2015-2021 van het waterschap Brabantse Delta voor dit gebied, in deze periode, nog geen plannen worden ontwikkeld om aan de doelstellingen van een Natura 2000 gebied of natte natuurparel te gaan voldoen. In mijn beleving een gemiste kans. Die afwachtende houding komt naar mijn gevoel voort uit de bestuurlijke lappendeken, waardoor plannen maken en uitvoeren onnodig complex zijn.
Mijn verzoek: kom tot zodanige afspraken inzake de bestuurlijke indeling van dit gebied waardoor dit gebied onder één provincie, één waterschap en één gemeente komt te vallen. Een natuurlijke grens zou de Markiezaatskade kunnen zijn.
