De landsregering heeft de “ontwerp-rijksstructuurvisie Grevelingen en Volkerak-Zoommeer” vastgesteld en daarmee het voornemen kenbaar gemaakt een beperkt getij terug te brengen in het Volkerak-Zoommeer en deze wateren op termijn te verzilten.
De voorgaande colleges van Bergen op Zoom, en mogelijk ook dit college, zijn steeds voorstander geweest van het verzilten van het Volkerak-Zoommeer omdat zij denken dat als het Volkerak-Zoommeer is verzilt dit ook kan betekenen dat verzilting van de Binnenschelde binnen handbereik komt tegen beperkte kosten.
In de gebiedsontwikkelingsvisie Verbonden Toekomst hebben zeven gemeenten rond het Volkerak-Zoommeer hun wensen geformuleerd en hun plannen ontvouwd. In Verbonden Toekomst zijn een viertal ’toeristische poorten’ voorzien, waaronder één aan het waterfront van Bergen op Zoom. Bergen op Zoom wil inzetten op een forse toeristisch recreatieve ontwikkeling rond de Binnenschelde. Zoals een jachthaven in de Binnenschelde, vakantiewoningen op de strook land tussen de Plaatvliet en de Binnenschelde, drijvende woningen op/aan/nabij de Princesseplaat, vakantiewoningen in de Auvergnepolder. Die vier gebiedsontwikkelingen dienen om de verzilting te financieren en moeten ruim honderd miljoen euro netto opbrengen. De vraag is of dat realistisch is. Zelf ben ik sober over de te nemen risico’s. De kosten om een jachthaven te realiseren in de Binnenschelde zijn hoog. Als het waterpeil in de Binnenschelde, wat 1,5 meter hoger is dan in het Zoommeer, niet verlaagd wordt moet er een sluis gebouwd worden en de Binnenschelde moet om de schepen te kunnen faciliteren fors worden uitgebaggerd. Of realisering van vakantiewoningen op de drie locaties langs de druk bevaren Rijn-Schelde route zo aantrekkelijk is betwijfel ik. Die route behoort, gezien de aard van de transporten, tot de meest risicovolle van Europa. Ook moet de recreatievaart de Rijn -Schelde verbinding kruisen om mooi vaarwater te bereiken. Dat is gezien de aard en drukte niet zonder risico’s en al eerder heeft Rijkswaterstaat op de onwenselijkheid en risico’s gewezen. In dit kader streven naar meer recreatievaartuigen, die een drukke vaarweg voor het beroepsvervoer kruisen, lijkt niet verstandig. Ook voor een overheid moet gelden: hoeveel risico’s kunnen we dragen. De BSD-fractie is daar heel helder over. De lasten van de mislukte grondexploitaties Bergse haven en Markiezaten zijn al te groot voor onze arme gemeente en haar burgers. Daar kunnen geen nieuwe tegenvallers bij!
