11 juni Bestuurdersdag UvW 2018
De bestuurdersdag van de Unie van Waterschappen is altijd een mooie gelegenheid om collega’s te ontmoeten en iets te leren van wat er elders op het gebied van water speelt. Dit keer was de gastheer het Wetterskip Fryslân en werden we ontvangen in de Grote of Jacobijnerkerk te Leeuwarden. Deze kerk bevat de grafkelder van de Friesche Nassau’s, de in Leeuwarden en Groningen residerende Stadhouders van Friesland en Groningen. De kerk is, net als Leeuwarden, een bezoek waard. Het ochtendprogramma startte met het Friese volkslied. Mocht de bestuurdersdag van de Unie ooit nog door Brabantse Delta georganiseerd worden dan wil ik graag dat de ontvangst in Bergen op Zoom is, zodat ik de geachte collega’s kennis kan laten maken met het “Merck toch hoe sterck”.
Er waren lezingen van onder andere Hans Achterhuis, milieufilosoof en van de bioloog Theunis Piersma. Het verhaal van Piersma ging over het verloren gaan van het geluid, de geuren en de kleuren in en van het landschap door de teruggang van insecten en vogels, die dat landschap kleuren. Wat mij ook trof waren de effecten van de huidige techniek van het injecteren van mest (insnijden van de grond) op de bodemkwaliteit en het bodemleven. Ook de effecten van de diepe ontwatering op de Friese laagveengronden maakte op mij indruk. Boer Brunia vertelde over hoe het anders kan met buitenpotstal en beweidingstechniek. Het verhaal van Peter de Ruyter over het Friese Laagveen was indrukwekkend, waarbij de “Places of Hope” projecten lieten zien dat er mogelijkheden zijn om het tij te keren. Iris Kroes sloot het ochtendprogramma af met een (water)lied waarbij ze het gezelschap zich wederom tot koor liet omvormen.
Het middagprogramma bestond voor mij uit een bezoek aan het Natuurmuseum Fryslân, waarbij de nog in aanbouw zijnde onderwaterbeleving werd bezocht. Hierin worden bezoekers straks rondgereden in een Friese onderwaterwereld. De bezoeker wordt daarbij een beleving geboden als ware hij of zij een vis. Ik kom zeker een keer terug als dit geopend is. Het Wetterskip is nauw betrokken bij dit project. Daarna volgde een boottocht door de grachten van Leeuwarden die eindigde in de voormalige gevangenis van Leeuwarden.
Het eerste deel van de rit naar huis was een beetje een pelgrimstocht. Een rit over de Afsluitdijk is voor mij iets bijzonders. De Afsluitdijk vind ik een uiting van Hollands glorie en voor mij een zichtbaar en bijna levend eerbetoon aan wat waterbeheer en dijkenbouw aan Nederland heeft toegevoegd. Staand voor het standbeeld van Cornelis Lely ben ook ik een beetje trots op wat wij ‘waterschappers’ toevoegen aan Neerlands trots.
12 juni praktijkseminar
Op 12 juni ben ik naar het praktijkseminar “de implementatie van klimaatadaptatie in steden en regio’s” op de WUR campus te Wageningen geweest, georganiseerd door het PPS netwerk. Vaak ben ik op dit soort seminars de enige waterschapbestuurder. Dit keer telde ik er vijf, waarvan drie uit Noord-Brabant. Alle drie de Brabantse waterschappen waren vertegenwoordigd. Dit laat zien dat klimaatadaptatie nu echt ook bij bestuurders tussen de oren begint te komen en men er tijd voor begint vrij te maken. Ook waren er een aantal ambtenaren van waterschappen en gemeenten aanwezig.
Het viel op dat nu ook ‘sterfte’ als één van de gevolgen van bijvoorbeeld hittestress genoemd werd. Ik ben duidelijk niet meer een roepende in de woestijn. In het verhaal van Gilbert Maas van de WUR werden, buiten de standaard gevolgen van de klimaatverandering (overstromingen, wateroverlast, hittestress en droogte), ook natuurbranden en bodemerosie genoemd als gevolgen. Door twee medewerkers van de gemeente Ede (Koen Classen en Anoek Ruijters) werd de aanpak van de gemeente Ede gepresenteerd, die mede gebaseerd is op de klimaateffectatlas data en op de klimaateffectatlas Vallei en Veluwe. Deze klimaateffectatlas is ontwikkeld in opdracht van gemeenten, provincies, en waterschap in Gelderse Vallei, Veluwe, Eemland en IJsselvallei.
Deze aanpak is wat mij betreft een voorbeeld voor andere gemeenten en waterschappen.
