HOE DOM KAN EEN BESLUIT ZIJN?
Het kabinet heeft vrijdag 10 oktober op advies van Rijkswaterstaat besloten het Volkerak-Zoommeer te verzilten en eb en vloed terug te laten keren op het Grevelingenmeer en het Volkerak-Zoommeer. Weer beslissingen welke in de toekomst fout zullen blijken te zijn. In ons land blijkt keer op keer dat als eenmaal foute ideeën door politici op de agenda zijn gezet, deze met geen mogelijkheid meer zijn te stoppen.
Het extra water, benodigd voor de verzilting en het herstel van het getij in het Volkerak-Zoommeer, zal gaan komen uit de Oosterschelde! Nu leiden de zandplaten in de Oosterschelde al onder de zandhonger die wordt veroorzaakt door onvoldoende getijdewerking in de Oosterschelde. Het extra water om ook nog op het Volkerak-Zoommeer en de Grevelingen een beperkt getij te realiseren zal het bestaande probleem in de Oosterschelde van de zandhonger verergeren.
Mijn verwachting is dat de kosten van dit alles niet blijven bij de nu begrote 350 miljoen euro. Veel (recreatieve) voorzieningen en delen van de oeverbescherming zijn niet berekend op een getij. Ook kunnen de diepten van de vaargeulen een probleem op gaan leveren, zeker als het zandhongerprobleem zich ook op het Volkerak-Zoommeer zou gaan voordoen. Dat kan op termijn meer baggerwerk betekenen met alle daaraan verbonden kosten. De gewenste zoetwaterconservering, om in tijden van droogte de watervoorziening op peil te kunnen houden, wordt door de maatregel een stuk moeilijker. Tal van maatregelen zijn nodig om het voorzieningenniveau van zoetwater op een minimaal peil te houden.
Schelde-Rijnverbinding is een van de mooie verworven zekerheden van de Deltawerken. De havenbedrijven en scheepvaart kunnen wel eens overgaan tot het indienen van schadeclaims. Ook de recreatievaart wordt door de maatregelen geen dienst bewezen. Veel sluizen in de Dintel en de Vliet zullen weer moeten gaan schutten, met alle kosten en vertraging van dien. Het hele milieu gaat op de schop en elke noodberging in het te kleine en kwetsbare Volkerak-Zoommeer leidt tot een regelrechte milieuramp. Keer op keer worden foute keuzes opeen gestapeld. In een tijd van mondiale waterschaarste laat het Deltaprogramma de zoetwatervoorraden slinken en het besluit het Volkerak- Zoommeer te verzilten wuift eerdere adviezen weg. In dit kader laat ik de lezer graag kennismaken met een citaat uit het “Waterbeleid voor de 21e eeuw”, het advies van de Commissie Waterbeheer 21e eeuw ook wel de commissie Tielrooij genoemd (uitgegeven in augustus 2000): “Specifiek voor Laag Nederland speelt het probleem van de verzilting. Door de zeespiegelstijging en de bodemdaling neemt de verzilting toe in de lage polders langs de kust van Zuidwest-Nederland…. De commissie wil daarom aandringen op het aanleggen van zoetwatervoorraden binnen de regio’s.” Het Volkerak-Zoommeer is, na het IJsselmeer, qua volume onze tweede zoetwatervoorraad. Daar wordt nu afscheid van genomen, omdat in een grijs verleden er een probleem was (blauwalg) dat de natuur al vrijwel volledig zelf heeft opgelost. Jammer dat zoveel politici ophouden met nadenken als een aantal ‘prominenten’ eenmaal een besluit hebben genomen.
