Wie worden er beter van?
De landsregering heeft de “ontwerp-rijksstructuurvisie Grevelingen en Volkerak-Zoommeer” vastgesteld en daarmee het voornemen kenbaar gemaakt een beperkt getij terug te brengen in het Volkerak-Zoommeer en deze wateren op termijn te verzilten.
In deel 12 van deze reeks werd de zienswijze van de jachthavenbedrijven, gevestigd in West-Brabant, behandeld en eindigde het stukje met: voor wie is verzilting dan wel voordelig? “Ons Water sluit niet uit dat dit de havens zijn langs de Grevelingen. Ook hier lijkt het erop dat de Zeeuwen goede zaken doen met de structuurvisie en West-Brabant wederom aan het kortste eind trekt en de rekening mag betalen!“. Recent bleek mij dat dit een groot deel van de waarheid is. Middels een beroep op de WOB heb ik inzage gekregen in het rapport “Verdienpotentieel zout-Volkerak-Zoommeer” van Royal Haskoning. Dit rapport laat zien dat verzilting een groot voordeel betekent voor de schelpdierenteelt en daardoor ook voor de verpachter: het Rijk. Zie ook deel 10 in deze reeks. Maar het voordeel van het Rijk is veel groter. Verzilting van het Volkerak-Zoommeer betekent voor het Rijk ook dat een derde kolk bij de Krammersluizen niet nodig is. Besparing 74 miljoen euro (pagina 57).
Wat mij echt verbouwereerde is de voorziene stimulans voor de recreatie. Die stimulans zou volgens het rapport “Verdienpotentieel zout-Volkerak-Zoommeer” moeten leiden tot een nieuwe jachthaven bij de Brouwersdam van 500 plaatsen (pagina 31) en een nieuwe jachthaven bij de Krammersluisen van 470 plaatsen (pagina 34). Maar er worden ook nog honderden nieuwe ligplaatsen voorzien aan de Molenplaat en elders in Bergen op Zoom en aan de Speelmansplaten. Het laat zich raden waar de schepen allemaal vandaan zullen komen? Ik schat in dat mijn stelling aan het einde van deel 12 in deze reeks helaas hout zal snijden. Ik herhaal het maar: het lijkt het erop dat de Zeeuwen goede zaken doen met de structuurvisie en West-Brabant aan het kortste eind trekt en de rekening mag betalen! De jachthaveneigenaren, gelegen binnen de straks gesloten sluizen van West-Brabant, zijn bij verzilting de klos.
De Brabantse bestuurders van de gemeenten, provincie en waterschap, die hebben deelgenomen aan de gesprekken die tot de ontwerp-rijksstructuurvisie Grevelingen en Volkerak-Zoommeer hebben geleid, hebben voor een appel en een ei de belangen van deze ondernemers verkwanseld! Het wordt tijd dat er een ander Brabants geluid gaat klinken in de discussies met het Rijk en de Zeeuwen.
