DROMEN
Recent is verschenen de “Natuurambitie Grote Wateren 2050 en verder” opgesteld door het ministerie van Economische Zaken. In betere tijden werden dit soort stukken opgesteld door Rijkswaterstaat onder auspiciën van het ministerie van Verkeer en Waterstaat. Dat waren doorwrochte stukken, onderbouwd met de vereiste technieken en financiën.
Als je de “Natuurambitie Grote Wateren 2050 en verder” doorleest, is het net een wandeling door de Efteling. Een ware droomwereld. Alsof Nederland een leeg land is waar geen 17 miljoen mensen wonen, werken en recreëren. De geschetste ambities gaan volstrekt voorbij aan de realiteit van alledag en de beperkte beschikbaarheid van geld en ruimte. Laat staan dat er ingegaan wordt op de gevolgen voor de werkelijke economie. Van een ministerie van Economische Zaken verwacht ik enige realiteitswaarde in de gepresenteerde ambities. Natuurlijk dromen mag. Maar niet in de tijd die betaald wordt door de Nederlandse belastingbetaler. Ik heb eerder geschreven over liegende/dromende politici, maar bleef hopen dat ministers en staatsecretarissen op zijn minst in beleidstukken de schijn van geloofwaardigheid op zouden proberen te houden. De vraag is: slikt de Nederlandse burger (op 18 maart kiezer van de provinciale staten en waterschapsbesturen) dit voor zoete koek? Voor al diegenen die houden van sprookjes en prachtige natuurdromen beveel ik lezing van harte aan. Zelf ben ik meer voor: wat is haalbaar? Wat kunnen we ons permitteren? Wat is werkelijk mogelijk? Wat is economisch wenselijk? Wat is reëel?
In deze “Natuurambitie Grote Wateren 2050 en verder” is op pagina 29 te lezen “In zout water zijn er geen blauwalgplagen.”. Voor de werkelijkheid lees eens artikel 2 in de reeks natte/zoute droom of nachtmerrie.
Wel veel opmerkingen over de mogelijke voordelen voor de schelpdiervisserij (het woord schelpdierkwekerij is zoveel mogelijk vermeden) en nauwelijks woorden over de effecten voor de scheepvaart of landbouw. Alsof de landbouwsector geen exporteur is van importantie en watertransport niet één van de kurken is waarop onze economie drijft.
In deze “Natuurambitie Grote Wateren 2050 en verder” wordt door de omschreven ambities de verziltingsdeur wagenwijd opengezet. Terwijl alleen voor het Groene Hart (de Randstad) een mogelijke oplossing wordt aangetipt (pagina 28). Wat in dit kader echt gemist wordt is aandacht voor de effecten op termijn voor de landbouw en de scheepvaart. In bijlage 6 met de mooie titel “Kennisagenda” worden tal van toekomstige onderzoeksvelden aangestipt, maar geen woord over hoe de zoetwatervoorziening buiten het Groene Hart zeker te stellen en ook geen woorden over de levenslijn van onze economie de binnenvaart.
Het wordt tijd dat de VVD minister Kamp en zijn PvdA staatsecretaris Dijksma eens gaan beseffen dat dromen nog geen deuk in een pakje boter slaan. Nederland en ons gebied West-Brabant hebben recht op een realistisch beleid dat haalbaar en betaalbaar is en dat recht doet aan de belangen van de Nederlandse natuur en van de economie en niet alleen aan die van de Randstad.
Het wordt tijd dat er een ander Brabants geluid gaat klinken in de discussies met het Rijk en de Randstad. ONS WATER, LIJST 3 kan dat leveren.
