Milieuomstandigheden die naar het gevoel van de mens een negatieve wending nemen, krijgen vaak het etiket ‘waterkwaliteitsprobleem’. Zo constateerde men blauwalgenbloei in een periode van de zomer op het Volkerak-Zoommeer (VZM). Voor ons onaantrekkelijk en het geeft overlast. Objectivering van de ontstane situatie is volgens ir. W. Lases een eerste vereiste, voordat men besluit tot maatregelen. Bezint eer ge begint.
Een milieuomslag kenmerkt zich door tijdelijke explosieve groei van enkele organismen. De kunst is geduld te hebben met de natuur en er zoveel mogelijk van af te blijven. Het VZM heeft in de enkele decennia van haar bestaan een hoge mate van stabiliteit bereikt. In het meer is de blauwalgenbloei de laatste tien jaar sterk afgenomen, tezamen met het chlorofylgehalte, de voedingsbodem voor blauwalgen. Wat men een waterkwaliteitsprobleem noemde, was in wezen een ecologische eruptie. De biodiversiteit is inmiddels groot en ontwikkelt zich verder. Natuurliefhebbers kijken er hun ogen uit.
Problematisch beleid
Verzilten is nog altijd het beleidsvoornemen. Deze aanslag op het milieu zal massale sterfte veroorzaken van de nu rijkelijk aanwezige zoetwaterorganismen. Het afstervend ecosysteem maakt vervolgens een explosie van maritieme blauwalgen mogelijk. Blauwalgen kunnen daarom geen reden zijn voor het beleid van drastische maatregelen zoals algehele verzilting en de introductie van beperkt getij via een gat in de Brouwersdam.
Destructieve zoetwaterbesparing
Dan resteert de stelling, dat men met verzilting zoet water zou besparen en dat er op termijn te weinig zoet water zou zijn om aan het afgesproken criterium van maximaal 450 mg Cl’/l te voldoen.
Men vergeet dat er vóór de aanleg van de delta-infrastructuur veel meer zoet water van de grote rivieren ten goede kwam aan de Zeeuwse wateren, waardoor er een grote schakering aan lagere zoutgehaltes was, van belang voor het grondwater en de zoetwaterhuishouding op de eilanden. Men vergeet dat men aan het potverteren gaat van een gemengde overgangslaag in de bodem, die een buffer vormt tegen een te snelle verzilting. Men rekent zich ten onrechte rijk en waarvoor? Voor een schijntje meer zoet water voor Midden en West Nederland? Tevens wordt door een zout VZM een toekomstig zoet Grevelingenmeer onmogelijk. Het benodigde zoete water om het VZM zoet te houden is er wel degelijk. Men verlaat nu zonder noodzaak een zoetwaterzone en brengt bewust verzilting verder het land in. Het gebrek aan zoet water wordt hierdoor op den duur alleen maar nijpender en van effectieve besparing is dan ook geen sprake. Zo creëren we zelf het probleem van waterschaarste.
Planvorming in alle haast doorgedrukt
Met het Manifest Waterpoort en met het lobbyen voor een getijdencentrale in de Brouwersdam lag er binnen de kortste keren een rijksstructuurvisie voor de regio. Deze kwam nog sneller tot stand dan het discutabele Uitvoeringsprogramma Zuidwestelijke Delta. Participatie en inspraak bleken een wassen neus zodra deze niet in lijn met de plannen lagen. Er spelen tal van belangen zoals het verpachten van percelen voor schelpdierteelt, besparingen bij de Krammersluizen en aanleg en exploitatie van jachthavens. Dit alles gaat ten koste van West-Brabant, de natuur en de zoetwatervoorziening. Nu worden nog alleen de projecten Flakkeese Spuisluis en Roode Vaart gerealiseerd. Of de verzilting er ooit komt is onzeker, want de financiering is lang niet rond.
Momenteel wordt het VZM gereed gemaakt voor noodopvang van rivierwater om voorlopig de waterveiligheid van de Drechtsteden wat te vergroten. Met verzilting zou men een herhalend en fors probleem scheppen. Elke berging van zoet water op een zout milieu leidt tot een ecologische ramp.
Kritiek op de hype van zilte plannen
Een bres met centrale in de Brouwersdam en verzilting van het VZM zijn vooral voor de (internationale) bühne en zetten geen zoden aan de dijk. Het blijven nu eenmaal averechtse acties. Er komt steeds meer ongezouten kritiek op het binnenhalen van de zee. Verzilting voorkomen is altijd een betere strategie, dan achteraf proberen om deze weer teniet te doen. In kringen van biologen is de noodzaak van een zout VZM inmiddels omstreden en worden de toenemende en blijvende negatieve gevolgen van verzilting steeds meer onderkend. Vlaanderen wenst het ook niet. Aanvankelijke voorstanders raken overtuigd van het feit dat verzilting weinig goeds kan brengen.
Hou het milieu gezond
Gelukkig blijkt het Volkerak-Zoommeer vrij probleemloos. Regionale milieugroepen, waterschapspartijen, politiek, agrarische belangen, beroepsvissers en ideële organisaties streven er naar duurzaamheid, kwaliteit en het tegengaan van verzilting. Het einde van de dreiging door korte termijn maatregelen en ondoordachte planvorming moet dan ook in zicht komen. Maak geen problemen waar ze niet zijn.
