In de middag een “Expertmeeting Assetmanagement” bijgewoond in het LEF Future Center van Rijkswaterstaat in Utrecht. De bijeenkomst werd georganiseerd door het Bouw Regie Netwerk. Dit soort bijeenkomsten zijn gericht op kennis delen. Er waren een aantal presentaties. Vooral de presentatie door een medewerker van Enexis maakte op mij een grote indruk. Het doel van assetmanagement is het vinden van het onderhoud/investeringoptimum waar tussen betaalbaarheid, betrouwbaarheid en veiligheid een balans gevonden moet worden. Als het goed gebeurt, kan dat tot behoorlijke besparingen en/of kwaliteitsverbeteringen leiden. Wel vergt het een omgaan met dilemma’s. Welk risico op welke gebeurtenis is aanvaardbaar. Feitelijk maakt de wetgever ook dat soort afwegingen als de norm wordt vastgesteld voor de veiligheid tegen overstromingen. Daar waar meer mensen wonen of meer kapitaal geïnvesteerd is, is de vastgestelde minimale veiligheidsnorm hoger. De Randstad kent nu een bijna 8 maal hogere veiligheidsnorm dan het Rivierengebied en een circa 40 maal hogere norm dan de Limburgse polders langs de Maas.
Voor een politicus/bestuurder zitten er wel wat haken en ogen aan de discussie over assetmanagement. Wordt er een mooie bezuiniging gerealiseerd, dan is de portefeuillehouder financiën de gevierde man. Blijkt echter na jaren dat de risico’s te optimistisch te zijn ingeschat, dan is de bestuurder die over dat bedrijfsonderdeel gaat de sigaar en krijgt dan prompt de Zwarte Piet.

Om 9.00 uur op het stadskantoor van Breda De bestuurlijke begeleidingsgroep van de Samenwerking Water West-Brabant (SWWB). Samenwerken tussen waterschap en gemeenten is niet altijd even makkelijk. De uitwerking van een gezamenlijk investeringsprogramma blijft lastig. Is het nieuw? Zijn de ambities al niet hoog genoeg? Als er meer bezuinigd kan worden of de kwaliteit met dezelfde euro’s verbetert, is het waterschap er klaar voor. Gemeenten lijken soms moeite te hebben om lopende de rit voor hun gevoel nieuwe ambities te formuleren. Voor de waterschapbestuurders was het helder: het is niet nieuw en waar kansen liggen moeten we die onverwijld oppakken. Het moet en kan immers beter en goedkoper. Het is moeilijk om bij samenwerken ook de agenda van een ander te zien, laat staan de gemeenteraad er aan te laten wennen dat als een andere gemeente er beter van wordt, het ook een gezamenlijke winst is.
Begin van de middag een evaluatie van het voorgaande overleg met een beleidsambtenaar.
Daarna naar fort Altena voor een bijeenkomst van het Biesbosch streeknetwerk met een inspirerend verhaal van de directeur van het Biesbosch Museum.
In de avond een AB vergadering met als belangrijkste agendapunt de “aanpak blauwalgenoverlast 2016-2020”.
28 januari
Om 9.30 een gesprek met de Unie, commissie Aanpassing Belastingstelsel te Boxtel. Samen met andere AB leden werden er suggesties ingebracht om het huidige, voor velen ingewikkelde, belastingstelsel van de waterschappen rechtvaardiger en zo mogelijk eenvoudiger te maken.
Om 13.00 uur het overleg van het bestuurlijk trio van de Samenwerking aan Water in Midden en West-Brabant (werkeenheid 4) te Oosterhout. Over de gezamenlijke projecten voor 2016.
In de avond op verzoek van wethouder Gerard Bruijniks van Loon op Zand de raadsbijeenkomst over de op te stellen hemelwatervisie bijgewoond. De gemeente Loon op Zand verdient een vet compliment voor de manier waarop zij dit proces aanpakt en de wijze waarop zij haar burgers hier bij betrekt. De gemeente beseft terdege dat de aanpak van de twee jaar achter elkaar optredende wateroverlast door extreme buien alleen samen met haar burgers en ondernemers tot een succes is te maken. Ook de ZLTO was uitgenodigd en leverde ook een bijdrage aan de discussie.

Om 10.00 uur een bestuurlijk overleg met wethouder Ad van Beek van de gemeente Dongen over het waterschapsproject ‘inhaalslag Keur en oneigenlijk grondgebruik’.
