17 januari
Portefeuilleoverleg (PHO) met de gebiedscollega’s over de komende waterkringen. Ik zal Raamsdonksveer (mijn eigen gebied) en Zundert (het gebied van collega van der Aa) doen.
Daarna een PHO ter afstemming met collega van der Aa en adviseurs over de ontwikkelingen rond de A58.
In de middag heb ik de InfraTech 2017 in Rotterdam bezocht. Een beurs die ik ieder jaar tracht te bezoeken, omdat ik er steeds weer inspiratie op doe en tal van ideeën voor mijn werk als waterschapsbestuurder of voor mijn functie als gemeenteraadslid. Veruit de mooiste stand vond ik die van de gebroeders Visscher een bedrijf dat gespecialiseerd is in natuurvriendelijke oevers. Niet alleen vanwege het onderwerp maar vanwege het integrale karakter van de presentaties. Zelfs de vloerbedekking is van een grof geweven plantaardig materiaal gemaakt. Bij zo’n bedrijf krijg ik dan ook het gevoel dat als de stand al integraal van karakter is, dan zullen ook hun ontwerp en werk dat wel zijn.
Een technisch informatieve stand was die van JLD International, met onder andere informatie over dijkstabilisatie methoden. De derde die ik meer dan interessant vond was die van Urban Deltas over het creëren van een habitat voor vis en macrofauna in stedelijk gebied met onder andere drijvende structuren.
18 januari
PHO met de plaatsvervangend directeur over een aantal lopende zaken. Het voor mij belangrijkste punt was wat er in het boek “Projecten ’17, de nieuwe norm” van het hoogwaterbeschermingsprogramma stond over het Drongelens Kanaal. Het bleek oude informatie. Het uitgangspunt moet zijn dat de verbeterpunten (bekleding, piping en binnenwaartse stabiliteit), door RWS snel op orde wordt gebracht.
In de avond de vergadering van het Algemeen Bestuur (AB). Voor mij een vergadering om verlegen van te worden. Ik kreeg wel erg veel lof voor het voorstel waarbij in één keer gestart wordt met de voorbereiding van 4 EVZ’s en een beekherstelproject in Tilburg. Op zich een uniek voorstel waarbij de gemeente Tilburg de trekker wordt en meer dan vijf kilometer EVZ’s gerealiseerd gaan worden nabij/langs de Oude Leij, de Hultensche Leij, de Groote Leij, de Reeshofweide/Lange Rekke en beekherstel Koolhoven. Het totale project heeft een beetje het karakter van een gebiedsontwikkeling. Zonder de inzet van wethouder Mario Jacobs en de fenomenale ambtelijke inzet van de gemeente en het waterschap zou dit voorstel niet tot stand zijn gekomen. Ik dank hen daarvoor. Ik zal mij inzetten om deze projectopzet ook elders in mijn werkgebied ingang te laten doen vinden.

In de morgen, als lid van de bestuurlijke delegatie het Vitaal Leisure Landschap (VLL) Hart van Brabant een bespreking met gedeputeerde Erik Merrienboer over de financiering en ontwikkeling en projecten van het VLL. Hierbij kon ik ook de complimenten van het AB aan Mario Jacobs (de voorzitter van VLL) overbrengen.
Het viel mij bij het bezoek aan het provinciehuis op dat op de plek waar jaren geleden de vrij toegankelijke bibliotheek was, waar een ieder kennis kon nemen van wat de staten in de loop van 200 jaar aan besluiten had genomen, nu die mooie ingebonden stukken, notulen en besluiten alleen, afgesloten achter glas, bewonderd kunnen worden. Wat is dit toch een rare weinig toegankelijke wereld geworden, waar zelfs de geschiedenis van het openbaar bestuur van onze mooie provincie achter glas en sloten is verdwenen. Voor mijn toespraken in de periode 1991/2003 zal men opzijn minst de sleutel moeten vragen. Maar aan wie? Dat kon ik niet ontdekken.
In de middag kon ik aansluiten bij de Netwerkdag Ruimtelijke Adaptatie. Ik heb onder andere deelgenomen aan de deelsessie Living Lab Ruimtelijke Adaptatie Overijssel. Een leerzame sessie waarbij vooral gesproken werd over hoe de burger te betrekken bij projecten.
