Samen met collega dagelijks bestuurder Kees de Jong (watersysteembeheer) op verzoek een tweetal boseigenaren bezocht om in ogenschouw te nemen wat er gebeurd is rond een A- watergang in de buurt van Huijbergen (gemeente Woensdrecht) met als vraagpunten: is dit wel een A-watergang en hoe heeft het ruimen van de bomen plaats kunnen vinden?
9 januari
Vandaag naar de nieuwjaarsbijeenkomst van het waterschap geweest en uitgebreid gesproken met medewerkers van de afdeling handhaving.
10 januari
DB vergadering met onder andere de agendapunten: het artikel 109a onderzoek diffuse emissies, oordeelsvorming duurzaamheid, uitvoeringskrediet onderhoud singels Reeshof (Tilburg), het beleid vernattingsschade binnen de EHS, leggers regionale waterkeringen, evaluatie afwikkeling traject Halderberge ZOO en waarneming dijkgraaf.
In de middag een gesprek met Ton Hardonk van de Galangroep over de profielschets nieuwe dijkgraaf. Daarna een tweetal PHO’s met de beleidsambtenaren die de contacten gaan onderhouden met de gemeenten Dongen en Gilze en Rijen.
In de avond de werkgroep bestuurlijke vernieuwing vooral over het ‘hoe’ van de bestuurlijke vernieuwing.
12 januari
Een middagje provinciehuis. Eerst de bijeenkomst voor oud-statenleden met een presentatie van Ferenc van Damme van de provincie Overijssel met de titel: “Elimineer ‘De Burger'”. Op zich inspirerend maar niet in mijn geest van denken. Hij buigt mee met tal van maatschappelijke ontwikkelingen en accepteert in feite wat anderen qua ontwikkelingen over ons brengen. Mijn uitgangspunten zijn dat je als overheid de inwoners van je land, provincie of gemeente juist voor moet gaan in de ontwikkelingen die echt wat positiefs betekenen voor de samenleving. Ik ging in zijn presentatie een paar keer met hem het debat aan onder de bemerking ik ben een luddiet om helder te maken dat we weerstand mogen bieden aan veranderingen en de samenleving keer op keer voor mogen houden wat veranderingen betekenen en wat we er aan en er mee moeten om de negatieve aspecten aan veranderingen te voorkomen of te beperken. Eén van zijn bemerkingen was: “politiek zegt jongeren niets, ze hebben er geen affiniteit mee. Gaat het echter over geld dan heb je hun aandacht.” Hij accepteert dat. Ik zeg: zorg dan in onderwijs en opvoeding dat ze wel kennisnemen van de politiek en politieke processen die uiteindelijk de samenleving waarin zij leven, studeren en werken voor een belangrijk deel vormgeeft.
Daarna was de provinciale nieuwjaarsreceptie met een verhaal van de Commissaris van de Koning waarin warempel de strijd “tegen het wassende water” zijdelings vermeld werd. Altijd een opsteker voor een waterschapsbestuurder. En er was ook een minuscule opsteker voor mij als Bergenaar. In het nieuwe provinciale promotiefilmpje kwam zowaar, als ik het goed gezien heb, een beeld (plusminus één seconde) van onze gevangenpoort voorbij.
Na de receptie, waar ik zelfs een waterschapsbestuurder trof uit Zuid-Holland, de fractie vergadering van Ons Water/West-Brabant Waterbreed, waar het vertrek van de dijkgraaf en haar vervanging en opvolging en de AB agenda werden besproken.
13 januari
De middag doorgebracht in Amersfoort bij de “startbijeenkomst consultatie concept-programmavoorstel 2018-2023”. De middag ging vooral over de nieuwe normering en de eerste beoordelingsronde en de dijkverbeteringsprojecten die in 2017 uitgevoerd gaan worden. Deze middag werd ook het waterveiligheidsportaal in gebruik genomen. Een website die uiteindelijk in het openbare deel ook veel informatie zal gaan bevatten, die voor gewone burgers en bedrijven interessant kan zijn in verband met de waterveiligheidsnorm die geldt voor hun woon- of werklocatie. Of het voldoende duidelijk is voor de gewone burger is voor mij wel de vraag. Ik ging met het projectenboek van 2017 onder mijn arm naar huis. Weer wat te lezen voor de komende week.
