Zuiderwaterlinie
Afgelopen week het boekwerk “Zuiderwaterlinie”, uitgegeven door Mothership gelezen. Een boek vol met ideeën en kansen hoe de Zuiderwaterlinie (een kralensnoer van 150 kilometer met tal van landschappen, rivieren, dorpen, vestingsteden, sluizen, dijken en inundatiegebieden) nationaal en internationaal te presenteren als een uniek gebied. Het boek kan voor iedere gemeente in het gebied van de Zuiderwaterlinie een inspiratiebron zijn hoe het gebied en de eigen gemeente op de toeristische kaart te zetten
Gemeentelijk rioolbeheer
Recent is verschenen “het nut van stedelijk waterbeheer” met als subtitel “Monitor gemeentelijke watertaken 2016”, een uitgave van de stichting RIONED. De publicatie is de opvolger van de Benchmark rioleringszorg die in 2010 en 2013 werd gepubliceerd. Het is jammerlijk dat de gemeente Bergen op Zoom de enige gemeente in West-Brabant is die aan deze monitor niet deelgenomen heeft. Een gemiste kans. Deelname kan belangrijke kennis opleveren om het rioolbeheer door gemeenten doelmatiger en goedkoper te maken en een kwaliteitsimpuls te geven.
Steeds meer gemeenten gaan hun inwoners verplichten om regenwater op het eigen terrein te houden en niet op de riolering te lozen. Nu doen in Nederland al ruim 30 gemeenten dit. Steeds vaker na ernstige wateroverlast door overvloedige regenval die tot grote schades hebben geleid. Sommige gemeenten gebruiken de modelverordening van de VNG, die gaat best ver. Wie niet meewerkt aan het afkoppelen van de regenpijp kan dan te maken krijgen met drie maanden cel of een boete van 4.050 euro. De verplichting tot afkoppelen geldt dan vaak voor aangewezen gebieden. In de praktijk lozen vrijwel alle huis- en perceeleigenaren het overtollige regenwater van hun perceel op de riolering. Dit terwijl zij sinds 2009 in principe zelf verantwoordelijk zijn om het regenwater op het eigen terrein te verwerken. Dit blijkt een wettelijke verplichting, waar de meeste huiseigenaren zich niet van bewust zijn. Soms is verwerken/bergen op het perceel niet mogelijk of moeilijk, denk aan binnensteden of geheel bebouwde percelen. Toch zal men er rekening mee moeten gaan houden dat in de toekomst zij toch ook hun regenwaterprobleem meer zelf op moeten gaan lossen. Zeker als zij aantoonbaar mede veroorzaker zijn van wateroverlast in lager gelegen percelen/straten of wijken. De meeste huiseigenaren kunnen zelf maatregelen treffen om de wateroverlast, deels afkomstig van hun perceel, tegen te gaan bijvoorbeeld door het plaatsen van een regenton . Tuincentra en loodgieters varen er wel bij. Zaken als de Praxis en de Gamma zien dan ook in 2016 forse omzetstijgingen van regentonnen, waterreservoirs, enzovoorts. Ook kunnen eigenaren van bebouwingen zelf meer structurele maatregelen nemen, zoals door opritten en terrassen lager aan te leggen dan het huis, zodat zij kunnen dienen als tijdelijke waterberging bij extreme regenval. Ook de aanleg van groen in de tuin in plaats van verharde oppervlakken, of het aanleggen van een grindbed of drainagekuil kunnen een forse bijdrage leveren aan de beperking van wateroverlast.
De waterketen 2020
Deze week nog eens het eindrapport van de visitatiecommissie waterketen ter hand genomen. Soms is het goed om nog eens helder te maken wat we in 2020 bereikt willen hebben en hoe we onderweg zijn naar dat resultaat. Het valt dan op dat Brabant Water een relatief magere besparingsdoelstelling heeft van 5,4 %, terwijl het voor de drinkwaterbedrijven gemiddeld 6,81 % is. Wat ook opvalt zijn de grote verschillen in de besparingsambitie (landelijk tussen 4,8 en 22,6 %). Ook binnen ons eigen waterschap zijn de verschillen fors: Waterkring West 10,1 %, Waterkring de Baronie 13,7 %, Werkeenheid 4 16,7 % en Hart van Brabant 19,7 %. De besparingsambitie in Waterkring West is met 10,1 % van 42 regio’s in Nederland qua besparingsambitie de op drie na laagste. Hart van Brabant is qua besparingsambitie de vijfde aan de bovenkant. Ik ben er best trots op dat mijn twee werkeenheden Werkeenheid 4 en Hart van Brabant boven gemiddeld scoren zowel qua ambitie als qua realisatiegraad. Ik schreef over dit onderwerp ook op 27 oktober.
Tot 2020 is er nog veel werk aan de winkel ook mag er qua ambitie hier en daar nog wel een schepje op.
