Van circa 8.00 uur tot 17.30 uur op het waterschap. “Water innovatiedag”. Met het hedendaagse gebruik van het woord ‘innovatie’ heb ik al jaren de nodige moeite. In december 2015 schreef ik, naar aanleiding van de jaarlijkse uitreiking van de ‘water innovatieprijzen’, er al een zurig stukje over in mijn wekelijkse waterdagboek. Ik benader al jaren het zogenaamde innovatieve imago van de waterschappen met de nodige argwaan. Want bij overheden kom ik zelden iets innovatiefs tegen. Naar mijn opvatting komt dat omdat bij ambtenaren, bestuurders en politici er een overmaat aan risico aversie aanwezig is. Er zal maar iets fout gaan of niet het gewenste resultaat geven dan zijn de mogelijk commentaren van de oppositie dodelijk en dat moet immers voorkomen worden!
Voor mij zijn innovaties het gevolg van een briljant idee of van fundamentele research. Wat in overheidsland ‘innovaties’ worden genoemd zijn meestal simpelweg ontwikkelingen, veranderingen, vernieuwingen die voortbouwen op de huidige kennis en vaardigheden. Toepassing van bestaande kennis is gewoon goed ‘jatten’ van andermans ideeën en die toepassen in je eigen werk. Hier is op zich niet mis mee. Dat is niet meer of minder dan iedere dag je werk proberen beter te doen en die kennis delen met anderen. Ivo Brughmans gaf een lezing over innovatiemanagement onder de titel paradoxaal leiderschap. De inleider verwees naar de 10 paradoxen, die naar de leer van Mihaly Csikszentmihalyi zouden gelden voor creatieve mensen. Tot mijn verbazing kon ik mij er in wel 9 vinden. Maar misschien aai ik mij graag over de bol. Zelf denk ik dat ambtelijke organisaties, door de natuurlijke selectie van ambtenaren (wie solliciteert waar en waarom en wie wordt om welke kwaliteiten aangenomen), per definitie gericht zijn op risicoreductie. Vroeger was het zeker zo dat wie zekerheid zocht werd ambtenaar. Dit is paradoxaal, omdat vernieuwen haast per definitie het nemen van risico’s betekent. Je betreed dan nog niet betreden paden. Ambtenaren en hun bazen (de bestuurders) zijn eerder risicomijdend dan risico nemend.
In de middag woonde ik van 13.00 uur tot 17.30 de hackathon bij. Voor mij een soort van brainstorm. Een mooie en leuke manier om te ontdekken waar de belemmeringen liggen om te komen tot een meer lerende organisatie en wat de organisatie zou kunnen doen om te komen tot een organisatie waar vernieuwen en veranderen meer in de genen komt te zitten. Medewerkers, management, bestuur en veel procedures zouden moeten veranderen. Minder voorschrijven en meer durf van de medewerkers om ‘stout’ te zijn. Men moet zo nu en dan buiten de lijntjes durven te kleuren. Als je echt meent een goed idee te hebben moet je er voor gaan!
Tijdens de “Water innovatiedag” waren er tal van ‘innovaties’ te zien op het terrein van Bouvigne. Sommige waren afgestofte ideeën vanuit de middeleeuwen. Maar er was er één die mij wel opviel. De fluidized LED bed reactor om bijvoorbeeld medicijnresten uit afvalwater te halen. Nu maar hopen dat de waterschappen bereid zijn mee te betalen aan de uitwerking van dit idee. Want medicijnresten in afvalwater vragen om meerdere oplossingsrichtingen, zodat door concurrentie van ideeën er echt goede en uiteindelijk betaalbare oplossingen komen. Onderweg naar huis dacht ik: we moeten niet meer gaan voor de prijs van de beste werkgever maar voor de prijs van de werkgever waar creativiteit een durf beloond worden. Op ieder niveau hoort weerwoord. Zelf had ik die dag mijn verbazing uitgesproken dat zoveel medewerkers kiezen voor een kneveling/gevangenschap aan zoveel regels en procedures en tegelijkertijd aangeven het werkgeverschap van de werkgever zo hoog te waarderen. Zelf zou ik het geen drie jaar uithouden bij een dergelijke werkgever. Een klimaat van vernieuwing is een klimaat van een hoge mate van vrijheid bij het vormgeven van je werk. We hebben als waterschap, naar mijn mening, nog een lange weg te gaan voor een echt vernieuwende sfeer op Bouvigne.

Het innovatieontbijt waarbij de deelnemers aan de hackathon die de hele avond en nacht door waren gegaan hun innovatieplan presenteerden. Veel prachtige ideeën. Een compliment waard. Nu maar hopen dat de vele managers die aan de hackathon hadden deelgenomen ook in hun werkoverleggen met bestuurders en MT en DT hun rug gaan rechten voor medewerkers met ideeën. Want de realisatie van ideeën is de beste motivatie om de creativiteit in je zelf en je collega’s verder te ontwikkelen.
In de middag een bestuurlijk overleg met wethouder Kevin van Oort over de stand van zaken in het dijkverbeteringsproject Geertruidenberg/Amertak.
In de vroege avond een presentatie/inloopsessie over de stand van zaken in het dijkverbeteringsproject Geertruidenberg/Amertak voor en met leden van het algemeen bestuur.
In de avond een thema AB over de kadernota 2018-2027 en het BOB-traject waterkwaliteit.
30 maart
De gehele dag waterinfodag te den Bosch. Net als op de waterschapsdag (20 maart) met een presentatie van Gerrit Hiemstra van Weather Impact B.V. Hij hield een inspirerend verhaal met als titel: “Urgentie: afwachten is geen optie”. In zijn presentatie viel weer op dat er nauwelijks aandacht was voor hittestress als gevolg van de klimaatverandering en geen aandacht voor de mogelijkheden tot de aanpak van koeling, terwijl het verlies van reflecterend poolijs in de zomer leidt tot een versnelling in de opwarming van noordelijk zeewater. Als voorbeeld: de “cooling down the planet” ‘Justdiggit’ actie met een veelheid van fimpjes. Ik kreeg de gelegenheid richting Gerrit Hiemstra hier een opmerking over te maken. Hierop deed Gerrit de toezegging (zachtjes te horen in het filmpje) bij volgende presentaties met mijn opmerkingen rekening te houden. Bij het sluiten van de plenaire ochtendsessie drukte de dagvoorzitter Ellen Visser (directeur netwerkmanagement Zee en Delta van Rijkswaterstaat) hem op het hart dat ook echt te gaan doen. Na Gerrit Hiemstra hield Erik Kraaij van het hoogwaterbeschermingsprogramma een presentatie over het waterveiligheidsportaal. Verder bezocht ik een presentatie over de informatievoorziening rondom de zorgplicht waterkeringen, gegeven door medewerkers van het waterschap Hollandse Delta en een presentatie over ‘data analytics’ gegevens door Anette Bleeker van Tessella.
