Unie bijeenkomst met de Commissie Aanpassing Belastingstelsel. Zelf nam ik deel aan de discussies over het eventueel belasten van de diffuse belasting van het oppervlaktewater door de landbouw en over het eventueel belasten van het aanbieden van hemelwater bijvoorbeeld via de gemeenten. Keer op keer valt het mij op dat veel bestuurders belastingen en belastingsystemen vrijwel uitsluitend bekijken vanuit de opbrengsten kant en niet of nauwelijks de (neven)doelen in de discussie betrekken, die met de wijze van heffen bereikt kunnen worden.

In de ochtend een portefeuillehoudersoverleg ter voorbereiding van het bestuurlijk overleg met de gemeente Tilburg.
12 april
In de ochtend ben ik geweest naar de kick-off bijeenkomst van het Leisure Ontwikkel Fonds in Kaatsheuvel. Aansluitend de Phario bijeenkomst in de Nicolaikerk te Utrecht bezocht. Centraal stond: hoe nu verder met het Phario project (de productie van bioplastic uit rioolwater)? De pilot van productie van PHA (PolyHydroxyAlkanaat) is succesvol. Nu zou er opgeschaald moeten worden. De eventuele investering naar grotere proefhoeveelheden is enkele tientallen miljoenen euro’s. Productie van bioplastic is niet een kerntaak van de waterschappen. Nu wordt het dus tijd om niet alleen met andere waterschappen, technologische instituten en verwerkers van dit soort materialen samen te werken aan de verdere ontwikkeling van het productieproces, maar nu dienen de huidige producenten van PHA geïnspireerd te worden mee te gaan doen. Er waren een aantal interessante lezingen en enkele exposanten. Onder de exposanten was Rodenburg Biopolymers uit Oosterhout met een aantal functionele toepassingen van PHA. Modified Materials B.V. was aanwezig met een alternatief voor vislood. 
Het meest aansprekende verhaal kwam van Maria Westerbos van de Plastic Soup Foundation. Zij wees, middels filmpjes, (waaronder één met humor), ons op het belang van de aanpak van micro plastics en de mogelijke effecten op het leefmilieu van mens en dier en uiteindelijk onze voeding. Dit moet, ook voor het bedrijfsleven, de motivatie zijn om PHA samen met de waterschappen verder te ontwikkelen en in grootschalige productie te brengen!
