Recent heb ik gelezen; “De achterkant van Nederland” over hoe onder- en bovenwereld verstrengeld raken, geschreven door Pieter Tops en Jan Tromp. De in mijn ogen beste constatering vond ik op pagina 247: “Hoe lastig ook, de aanpak van ondermijning is niet alleen een technische strijd tegen criminaliteit. Het is vooral een maatschappelijk project, dat directe relaties heeft met de uitwassen van een neoliberale samenleving: opkomen voor jezelf, zo veel mogelijk geld verdienen, snel rijk worden, als het niet verboden is, mag het. De maatschappelijke elite heeft op dit punt vaak het verkeerde voorbeeld gegeven. Aanpak van ondermijning is daarmee ten diepste ook een vraagstuk van maatschappelijke ordening en individuele moraliteit. En niet alleen aan de achterkant van Nederland.” Aan dit boek viel mij verder op dat als het gaat over de ondermijning van de overheid dat waterschappen er totaal niet in voorkomen!

DB vergadering met o.a. de agendapunten: evaluatie legesheffing, transitieplan duurzaamheid, de actualisatie inkoop- aanbestedingsbeleid, evaluatie handhavingsuitvoeringsprogramma, beleid buitendijks bouwen, regionaal bod Deltaplan ruimtelijke adaptatie.
In de middag een portefeuillehouderoverleg (PHO) over het dijkverbeteringproject Geertruidenberg/Amertak.

In de morgen overleg met wethouder Kevin van Oort van de gemeente Geertruidenberg over het dijkverbeteringproject Geertruidenberg/Amertak.
In de middag overleg met Nicole van Hoof (coördinator Vitaal Leisure Landschap) over de samenwerking met het House of Leisure in de regio Hart van Brabant. Er is niet alleen gesproken over de samenwerking maar ook over de ideeënwedstrijd met de naam “de hoos & hitte contest” waar ik straks als één van de juryleden mag functioneren. Ik vind die ideeënwedstrijden heel leuk om daarmee mensen uit te dagen mee te denken over o.a. het voorkomen/aanpakken van hittestress, wateroverlast en watertekorten.
In de avond een thema AB over de slibeindverwerkingsstrategie en de toekomst van de afvalpersleiding van West-Brabant naar de zuivering nabij Bath.

In de morgen bestuurlijk overleg met wethouder Mario Jacobs van de gemeente Tilburg met als agendapunten o.a.: de wateragenda 2030 van de Brabantse Waterschappen, het project sloten, dijken en oevers op orde, EVZ’s en beekherstel, de ruimtelijke ontwikkelingen rond industrieterrein Wijkevoort en de Blauwe aders De Blaak, klimaatadaptatie en het Living Lab.
In de middag de Unie roadshow over digitale duurzaamheid.Bij dit soort ICT bijeenkomsten ben ik soms verbijsterd hoe de wereld verandert omdat wij ons onderwerpen aan ICT systemen en wordt de wijze van werken geheel gevangen in procedures. In het verleden heb ik bij een tiental gemeenten onderzoeken gedaan, waarbij ik o.a. hun archieven onderzocht. Een tiental jaren achterstand in de archiefverwerking was niet ongewoon. Lacunes in de bestanden (het verschil tussen wat de archiefwet voorschreef en de werkelijke samenstelling van dossiers) betrof vaak meer dan 30 %. Dat was zelden inhoud van een raadsdebat. Laat staan dat er een wethouder over viel. Nu worden duurzame opslag, compleetheid en toegankelijkheid van die informatie in de archieven als breekijzer gebruikt om alles in digitale systemen op te slaan en worden schier onbetaalbare ICT systemen ontwikkeld die dan tot overmaat van ramp ook vaak niet goed blijken te werken. Dat alles dan ook nog vaak onder het motto van klantvriendelijkheid terwijl het tegendeel vaak waar is. Lees maar eens de horror verhalen van mensen die in de netten van het UWV, de belastingdienst of het CJIB terecht zijn gekomen en door de automatische brieven met boetes van computers worden geterroriseerd. Bellen met echte mensen is dan haast onmogelijk geworden. Gewone brieven raken ontraceerbaar of worden simpel beantwoord met de standaard brieven uit de geautomatiseerde systemen. Ik weet ook niet of de medewerkers van de overheidsinstellingen met de geautomatiseerde/gestandaardiseerde systemen er echt gelukkig van worden. Maatwerk, een veel gebruikte kreet in overheidsland lijkt dan vaak een echo uit de historie. Soms denk ik dat de handelaren in BIG DATA en de systeemontwikkelaars, gericht op het grote geld, onze overheden overgenomen hebben. De mens wordt langzaam ook bij de overheid zowel als klant en soms ook als medewerker een onderdeel van een machinerie.
