Waterschappen kampen met verschillende problemen: onvoldoende zichtbaar voor de gemeenschap, intern (vaak te technisch) gericht, een besloten bestuurscultuur, kostenbeheersing niet altijd op orde, complex en gebrek aan cohesie tussen onderdelen. Dat terwijl er nieuwe taken en belangen zich aandienen (stedelijk water, natuur, landschapsbeheer, recreatie). Wijziging van klimaat en intensiever gebruik van bodem (ontginningen) vereisen een steviger takeninhoud.
Een wijziging van de koers van het wetterskip is dan ook nodig. Niet alleen de landbouw verwacht wat van het Wetterskip, maar ook de burger en de bedrijven. Een heroriëntatie op het peilbeheer staat centraal. Door de klimaatverandering zullen er meer plaatselijk buien vallen. Niet alleen de grote afvoer voor heel Fryslân moet dan in orde zijn, maar ook de lokale situatie. Door meer waterberging in de bemalinggebieden te creëren. 3-5% van het oppervlak voor de landbouw in de polders moet bestemd worden voor waterberging. Nu is dat in de gehele provincie slechts 2%. Om sommige plaatsen maar 1%. Er zijn plannen om dit in de boezem te compenseren, op kosten van het waterschap, lees gemeenschap. Dure plannen, terwijl de gebieden vaak op afstand liggen. Er kan daardoor plaatselijk wateroverlast ontstaan. Beter is dicht bij huis de bemalinggebieden (peilvakken) niet te klein te maken en de wateropvang zelf in de polders plaats te laten vinden. In veenweidegebieden is er sprake van een voortdurende daling van het maaiveld. Het Wetterskip moet steeds lager het water uit de polder halen. Woningen krijgen last van paalverrotting. Voor deze gebieden moet het wetterskip om meer schade te voorkomen een regime van “peil bepaalt functie” invoeren. In samenspraak met de provincie moet er snel een schaderegeling komen voor al bestaande schade. In bepaalde gebieden zal het peil zelfs omhoog moeten. Dit zou voor 17 % van het gebied van Wetterskip Fryslân gelden. Dit luidt het einde van dure projecten waardoor om de 10 jaar de kaden omhoog moeten, om het (relatief slechte) landbouwgebied te beschermen.
Bij de zuiveringstaken moet er een brede samenwerking tussen de gemeenten komen met het wetterskip om een gezamenlijk riool/zuiveringsbeheer te voeren. Op plaatsen waar het kan, moer er afkoppeling komen van het regenwater. In het landelijk gebied zal dit gemakkelijker gaan dan het stedelijk gebied, maar hierin kan Fryslân volop profiteren. Intern zal er ook nog een en ander moeten verbeteren bij het Wetterskip. Een meer open bestuurscultuur met directe contacten tussen bestuursleden en organisatie. Meer verband tussen de onderdelen, waarbij de geografische indeling leidend is. Ook moet worden nagedacht over een samenwerking met de provincie.
In totaal verwacht ik dat er op een begrotingstotaal een bezuiniging van 110 miljoen een bezuiniging van 17 miljoen haalbaar moet zijn. Met halve maatregelen kom je er niet. Daarvoor moeten ook de doelen van het wetterskip worden bijgesteld en daarvoor is toestemming van en soms samenwerking met de provincie nodig, maar ook noodzakelijk voor het waterschap om nieuwe wettelijke taken op zich te nemen en de kwaliteit van de doe-organisatie te verbeteren. Dat is een forse ingreep, maar nodig.
