(NATTE/ZOUTE) DROOM OF NACHTMERRIE – 5
De landsregering heeft de “ontwerp-rijksstructuurvisie Grevelingen en Volkerak-Zoommeer” vastgesteld en daarmee het voornemen kenbaar gemaakt een beperkt getij terug te brengen in het Volkerak-Zoommeer en deze wateren op termijn te verzilten.
‘Eerst het zoet dan het zout’ is de stelling die Ons Water en het waterschap steeds hebben gehanteerd bij de discussie over het eventuele zout worden van het Volkerak-Zoommeer. Dat lijkt een simpel en helder uitgangspunt. Voor ons betekent het dat er eerst voldoende zoet water komt van een gelijke of betere kwaliteit en dat er rekening is gehouden met toekomstige ontwikkelingen van de land- en tuinbouw. We vinden het ook vanzelfsprekend dat de veroorzaker van de verzilting van het Volkerak-Zoommeer ook tot in lengte van dagen de meerkosten (nu door Rijkswaterstaat begroot op 1,57 miljoen per jaar) van dat aangevoerde zoete water gaat betalen. Het kan immers niet zo zijn dat onze boeren en tuinders blijvend het gelag betalen van de dames en heren plannenmakers in Den Haag.
Nu wordt er in de stukken van Rijkswaterstaat gesteld dat de leveringszekerheid van zoet water zal toenemen. De fractie Ons Water heeft daar twijfels bij want in die zelfde stukken (Joint Fact Finding) is te lezen: “Bij een weer zout Volkerak-Zoommeer heeft de zoetwaterinlaat naar het VZM van 25 m3/s een hoge prioriteit omdat deze nodig is voor het beperken van de zoutlekkage door Volkeraksluizen. Zo kan een grote stijging van de chlorideconcentratie bij de inlaat aan het Haringvliet voor drinkwaterproductie worden voorkomen. De zoet waterinlaat vanuit het Hollandsch Diep naar het zoute VZM wordt daarom ingedeeld in categorie 2 van de verdringingsreeks. De andere inlaten vanuit het Hollandsch Diep, dus ook de vergrote inlaat via de Roode Vaart, zijn categorie 4. De hiervan afhankelijke gebieden (MDV-systeem, PAN-polders en Tholen /St. Philipsland) zijn en blijven daarmee afhankelijk van een categorie 4 waterinlaat vanuit het hoofdwatersysteem. Ten opzichte van de huidige situatie met een zoet Volkerak-Zoommeer verandert er voor deze gebieden formeel niets. Wel is de vraag aan de orde of de leveringszekerheid voor deze gebieden in situaties van droogte waarbij de verdringingsreeks in werking treedt wordt beïnvloed (eerder wordt “verdrongen”) door de zoetwatervraag voor zoutlekbestrijding.”
Kortom: nu hebben we altijd de beschikking over voldoende zoet water. Straks gaan, bij een tekort, een heleboel belangen voor. Ons Water is van mening dat gezien het belang van onze boeren en tuinders bij leveringszekerheid van goed zoet water de inlaat aan het Hollandsch Diep in het kader van de verdringingsreeks een categorie 2 inlaat moet worden.
Ook bij de kwaliteit zijn vragen te stellen. Het zoutgehalte zal met de aanvoer uit het Hollandsch Diep en het Wilhelminakanaal en de Amer worden verlaagd en daarmee worden verbeterd ten opzichte van het zout gehalte van het zoete water uit het Volkerak-Zoommeer. Maar er is, wat Ons Water betreft, wel iets wat aandacht verdient en waar in de stukken van Rijkswaterstaat nauwelijks aandacht voor is. BRUINROT!! Water uit het Wilhelminakanaal bevat met regelmaat de bruinrotbacterie. Deze is verwoestend voor de teelt van aardappelen of pootaardappelen. Toen ik als AB lid in de Algemene Vergadering van het Waterschap op 12 november daar op wees, werd dat niet ontkend maar wel gebagatelliseerd door de dijkgraaf. Dat water werd immers verdund met dat uit het Hollandsch Diep, was haar stelling. Water met de bruinrotbacterie is voor elke aardappelteler niet bruikbaar verdund of niet verdund.
Ons Water verlangt dan ook dat de aanvoer van het zoete water, als het nodig is, volledig kan komen uit het Hollandsch Diep. Dat moet de inzet zijn van het waterschap. De kreet: ‘Eerst het zoet dan het zout’ moet in kwantitatieve en in kwalitatieve zin worden waargemaakt en niet op kosten van de ingezetenen, boeren en tuinders van West-Brabant maar op kosten van het Rijk.
