Betreft: vragen ex art. 39, agenderen gevolgen ontwerp-rijksstructuurvisie Grevelingen en Volkerak-Zoommeer, kenmerk LK/14078
Geacht College,
De landsregering heeft de “ontwerp-rijksstructuurvisie Grevelingen en Volkerak-Zoommeer” vastgesteld en daarmee het voornemen kenbaar gemaakt een beperkt getij terug te brengen in het Volkerak-Zoommeer en deze wateren op termijn te verzilten. Daarmee komt de regering deels tegemoet aan de in de gebiedsontwikkelingsvisie Verbonden Toekomst neergelegde wensen van de regio. Maar wat betekent het regeringsbesluit tot verzilting uiterlijk in 2028?
Dat er tot mogelijk 2028 aan de Binnenschelde niets tot weinig gebeurd om de kwaliteit te verbeteren? Wat is de betekenis van het kostenoverzicht op pagina 32? Feitelijk is er slechts voor 23 van de mogelijk benodigde 280 miljoen nu een dekking aangegeven en moet er minimaal 105 miljoen komen uit gebiedsontwikkeling, zoals onder andere de plannen op Bergs gebied. Dit houdt in, althans volgens de ontwerp-rijksstructuurvisie en de gebiedsontwikkelingsvisie Verbonden Toekomst: een jachthaven in de Binnenschelde, vakantiewoningen op de strook land tussen de Plaatvliet en de Binnenschelde, drijvende woningen op/aan/nabij de Prinsesseplaat, vakantiewoningen in de Auvergnepolder. Is dit (financieel) geloofwaardig?
In de ontwerp-rijksstructuurvisie op pagina 61 is gesteld; “Gezien de relatief hoge kosten om de waterkwaliteitsproblemen op de Grevelingen op te lossen en de momenteel verminderde urgentie om de waterkwaliteitsproblemen van het Volkerak-Zoommeer aan te pakken, ligt investeren in het geschetste ontwikkelperspectief om de waterkwaliteit van beide wateren structureel te verbeteren op dit moment voor het Rijk niet voor de hand. Regionale partijen hebben die ambitie echter wel en zien daarvoor ook, in samenwerking met het Rijk en marktpartijen, de financiële mogelijkheden”. Gezien deze tekst is de BSD-fractie geneigd de Bergse plannen financieel niet geloofwaardig te achten. Het Rijk is immers klaarblijkelijk niet van plan er geld in te steken.
- Wat is nu de positie van Bergen op Zoom?
- Gaat het college ondanks de in de ontwerp-rijksstructuurvisie geschetste financiële voornemens van het Rijk deze plannen doorzetten?
- Of gaat het college middels een meningpeilende raadsmededeling kijken wat de gemeenteraad er nu van vindt?
De BSD-fractie verzoekt uw college om een raadsmededeling in deze.
