Betreft: Verzoek Wet Openbaarheid van Bestuur, kenmerk LK/14085
Geacht College,
Dank voor de snelle en uitgebreide beantwoording van onze brief kenmerk LK 14078 inzake de gevolgen ontwerp-structuurvisie Grevelingen en Volkerak-Zoommeer. Eén antwoord verheugt ons (het college heeft “geen fiducie in de voorgestelde (vakantie)woningbouw”) en bevreemdt ons. Wij twijfelen ernstig aan de juistheid en oprechtheid van uw antwoord.
Mede namens het college van Burgemeester en Wethouders van Bergen op Zoom is in november 2013 Verbonden Toekomst uitgebracht, waarin op kaartbeelden op pagina 20 en nog meer in detail op pagina 31 wel degelijk de in de ontwerp-structuurvisie en bijbehorende stukken vermelde ideeën inzake de mogelijke locaties van vakantiewoningen zijn vermeld. Verbonden Toekomst is, gezien onderstaand citaat uit de ontwerp-structuurvisie, te vinden op pagina 17: “Bij deze verkenningen is gebruik gemaakt van de visie ‘Verbonden Toekomst’. De resultaten van het programma Gebiedsontwikkeling zijn betrokken bij het formuleren van de uitgangspunten in deze rijksstructuurvisie voor de bekostiging en voor de uitvoering”, één van de uitgangspunten geweest voor de ontwerp-structuurvisie.
Het kaartbeeld op pagina 28 van de ontwerp-structuurvisie is dan ook exact het zelfde als dat op pagina 31 van Verbonden Toekomst. In antwoord op een vraag door de BSD-fractie gesteld, is uw college nu van mening “geen fiducie te hebben in de voorgestelde (vakantie) woningbouw”, terwijl uw college eerder akkoord is gegaan met Verbonden Toekomst, waarin de voorgestelde (vakantie) woningbouw is vermeld.
Het nu afzien van het indienen van een zienswijze, bijvoorbeeld gericht op het niet eens zijn met de voorgestelde (vakantie)woningen, is op zijn zachtst gezegd merkwaardig. Verbonden Toekomst lijkt je reinste geld verspilling!
Gezien het voorgaande is het tijd voor een grondige evaluatie van de totstandkoming van Verbonden Toekomst.
In het kader van artikel 3 lid 1 van de Wet openbaarheid van bestuur (WOB) verzoekt ondergetekende inzage in alle dossiers/stukken, die betrekking hebben op de voorbereiding, totstandkoming en besluitvorming van Verbonden Toekomst inclusief alle verslagen van de besprekingen daar omtrent. Voornoemde dossiers zijn die documenten als bedoeld in artikel 3 lid 2 WOB.
Ondergetekende verzoekt Uw College hem kennisneming van de inhoud toe te staan (artikel 7 lid 1b WOB) en met een beroep op artikel 7 lid 2 WOB de dossiers voor de verzoeker ter inzage te leggen van 2 tot en met 30 januari 2015.
In de verwachting dat U de termijnen genoemd in artikel 6 lid 1 en eventueel lid 2 WOB zult respecteren en Uw reactie afwachtend,
