‘LIEGENDE’ DROMENDE POLITICI
Zelf constateer ik al jaren dat aperte onwaarheden en het wekken van volstrekt onhaalbare verwachtingen in verkiezingsprogramma’s en verkiezingsleuzen steeds vaker deel uit lijken te maken van de manier waarmee politici de kiezers benaderen. Liegen lijkt steeds vaker een volkomen geaccepteerd gedrag te zijn van politici. Ik vraag mij al jaren af hoe dat komt. In mijn herinnering lijkt het de laatste tien jaar er langzaam in geslopen te zijn, met als hoogtepunt de VVD verkiezingsbelofte bij alle verkiezingen van de laatste vier jaren van belastingverlagingen, terwijl iedereen kan weten dat dit volstrekt onhaalbaar is. Maar sinds kort ben ik er achter hoe dat komt!
Er komen waterschapsverkiezingen aan en in dat kader wordt er ook voor deze verkiezing een kieskompas gemaakt door een ‘onafhankelijke organisatie’ die zichzelf een wetenschappelijk imago aanmeet met als directeur politicoloog André Krouwel, die als universitair hoofddocent verbonden is aan de afdeling politicologie van de Vrije Universiteit te Amsterdam. Op 16 december hadden we op het kantoor van het waterschap Brabantse Delta een stellingenconferentie om stellingen te bespreken die door de deelnemende partijen bij het ‘kieskompas’ waren ingebracht ter bespreking. Velen werden door André Krouwel snel en vaardig afgeserveerd. “Te vaag”, “te moeilijke taal”, “te genuanceerd”, enzovoort. Stellingen die een onjuiste voorstelling van zaken waren werden echter wel goedgekeurd, zelfs als ze in strijd met de wet waren. Ook stellingen, zoals bijvoorbeeld: “boeren moeten verplicht worden mee te werken aan waterveiligheid”, die al lang wet zijn en gewoon al jaren als uitgevoerd beleid worden geaccepteerd. Tegenstrijdigheden in het goedkeurgedrag van partijen, zoals gaan voor belastingverlaging en tegelijkertijd gaan voor allerlei voor de kiezer ‘leuke’ dingen (alsof ze geen geld kosten) waren geen aanleiding dat te benoemen. Nee, partijen mogen gewoon bij hun invulling van hun positie ten aanzien van een stelling dit soort tegenstrijdigheden aan hun laars lappen.
Waar ik mij het meest aan ergerde was dat partijen stellingen in mochten brengen die volstrekt in strijd waren met de taken en bevoegdheden van het waterschap. Toen ik dat ter discussie bracht was het ‘wetenschappelijke’ antwoord van de politicoloog Krouwel “dat partijen en politici mogen dromen”. Is dat wat de kiezer mag verwachten?
Ik erken dat wetten veranderbaar zijn. Maar ze zijn dat niet door het waterschap. Het waterschap moet binnen de gegeven wettelijke kaders functioneren. Dromen over een betere wereld, waarin alles gratis is, kan in de kroeg maar niet als er een waterschap, gemeente, provincie of land bestuurd moet worden. De indruk wekken dat het waterschap over bepaalde zaken gaat terwijl dat niet zo is, is in mijn ogen simpelweg kiezersbedrog! Als je werkelijk de kiezer wilt helpen zijn keus te maken, zoals bij het kieskompas wordt beweerd , dan is dat naar mijn visie niet het geval met stellingen die grotendeels een onware of weinig realistische voorstelling van zaken geven. Het kieskompas lokt, door het geven van een onjuiste voorstelling van zaken, manipulatie door partijen uit. Om in het gevlei van de kiezer te komen kunnen partijen bij het invullen van hun antwoorden straffeloos liegen of tegenstrijdige uitspraken doen, en dat onder het voorwendsel van een toeziend ‘onafhankelijk wetenschappelijk’ oog.
Als partij moet je wel meewerken aan het kieskompas. Anders kom je niet onder de aandacht van de zoekende kiezer. Maar of de kiezer zich geholpen kan voelen met het kieskompas is voor mij niet echt een vraag meer. Hij of zij wordt grotendeels misleid met stellingen die niet reëel hoeven te zijn. Er mag immers gedroomd worden! Wat mij betreft horen de stellingen in een kieskompas voor de waterschapsverkiezingen te gaan over zaken waar een waterschap over gaat. En geen ‘dromen’ te bevatten maar haalbare en realiseerbare beleidsopties. Je kan in het echte leven ook geen ‘droomkeuzes’ maken. Als “dromen mag” wordt gepropageerd door ‘onafhankelijke politicologen’ als André Krouwel is er voor politici, die deelnemen aan een stellingenconferentie voor een kieskompas of voor hun partij die bij de stellingen hun positie weergeven op een kieskompas, geen enkele rem meer om niet te dromen en hun dromen worden dan al snel hun waarheid, ook al weten wij allemaal, diep in ons hart, dat de meeste dromen gewoon bedrog zijn. In het geval van een door een politicus dromend ingevuld kieskompas: kiezersbedrog. Maar het beloven van lagere belastingen door de VVD was vast niet liegen. Het was immers een droom en dat mocht van de politicoloog!
