MAXIMALE VERZILTING ZEELAND DREIGT
Door het beperkte denken over zout en getij is er nu een waterbeleid dat streeft naar een maximaal verzilten van Zeeland, zowel van het oppervlaktewater als het grondwater. Onbegrijpelijk dat niemand zich realiseert zich hoe schadelijk dit zal zijn. Biologen zeggen eenvoudig dat zout bij Zeeland hoort en dat de moderne landbouw niet veel zoet water nodig heeft. Verder ontbreekt elke onderbouwing.
Want welk zoutgehalte hoort bij Zeeland ? Hoe lager het zoutgehalte in de wateren en de bodem hoe beter het zoetwaterbeheer op de eilanden.
De zoete delta verdween
Toen Mondragon aan het eind van 16e eeuw met 1500 man troepen in de nacht en bij laag water door het Zijpe trok van St-Philipsland naar Schouwen, was het water zoet. De geuzen in hun sloepen konden er niet dicht genoeg bijkomen, omdat het rond de doorwaadbare plaats te ondiep was. In de 70’er jaren (mijn deltadiensttijd) was het er 23 meter diep! In de afgelopen vier, vijf eeuwen zijn de zeegaten steeds dieper geworden en daarmee is het zoutgehalte toegenomen. Door toedoen van de mens drong de zee de zoete delta binnen en uiteindelijk moesten de Deltawerken vanwege veiligheid en waterhuishouding een einde maken aan deze onhoudbare situatie.
Het defensieve Deltaplan
Het oorspronkelijke Deltaplan voorzag in een zoet Zeeuws merengebied, dat van eminent belang was voor de zoetwaterhuishouding van de Zeeuwse eilanden en als zoetwaterbuffer. Het plan was een gerichte vorm van vooruit verdedigen om de oprukkende verzilting te vertragen. Vooruit verdedigen hoort, in welke vorm dan ook, het wezenlijke beleid te zijn van het Deltaprogramma.
Zouter dan ooit
Voordat er Deltawerken waren ging een groot deel van de rivierafvoer via de Zeeuwse wateren. Het zoutgehalte was er een heel stuk lager dan in de Noordzee, ook al was het over het algemeen zout genoeg voor de oester- en mosselteelt. Door het zout houden van de Oosterschelde zonder rivierinvloed is de Oosterschelde nog nooit zo zout geweest. Hetzelfde geldt voor de Westerschelde door de steeds grotere diepten en bijbehorende breedtes. Ik beschik over te weinig gegevens om een echte uitspraak te doen over het Grevelingenmeer, maar verwacht dat het ook zouter is dan vóór de realisatie van de delta-infrastructuur. Nadat Zeeland verstoken bleef van rivierwateraanvoer kwamen de eilanden steeds meer in het zout te liggen en als het aan de huidige plannen ligt dan wordt het straks zouter dan ooit.
De infrastructuur als gereedschap
De dammen en kunstwerken van de Deltawerken vormen het belangrijkste gereedschap voor de grote waterloopkundige ingrepen. Hiermee zijn zoetwaterstromen te sturen, kan verzilting worden tegengegaan en kunnen watervoorraden behouden blijven. Bij verkeerd gebruik, zoals de plannen voor een Volkerak-Zoommeer en invoering van getij op het Grevelingenmeer, wordt hetzelfde gereedschap, oorspronkelijk bedoeld tegen verzilting, zelfdestructief toegepast. De verzilting in Zeeland zou in geen eeuwen zo sterk worden als nu door misbruik van de bestaande infrastructuur.
Gevoel als fundament
Er is geen echte reden om van een stabiel zoet Volkerak-Zoommeer een zout meer te maken. Het is de nostalgische hang van een groep biologen naar de situatie van vóór de Deltawerken, die steun zoekt bij kleine lokale belangen, om vervolgens zo’n fundamentele wissel te trekken. Er is nu sprake van een ecologisch in hoge mate stabiel zoet water meer. Voor welke lobby gaan we dit verzilten? Het is duidelijk dat de bestuurders geen flauw benul hebben van waar ze mee bezig zijn en de deltacommissaris neemt dit nu over. Want als men zo zou redeneren, dan mag al ons land beneden de zeespiegel een zeevlakte worden.
De Grevelingen weer in het slop
In het Grevelingenmeer wil men beperkt getij toe laten. Met een brug in de Grevelingendam komt er ook wat getij op het VZM. Wat betekent dit voor de Rijndoorvaarhoogte van de bruggen over het Schelde-Rijnkanaal? Gigantisch hoge kosten en waarvoor? Men zal bedrogen uitkomen als men denkt met een opening in de Brouwersdam de thermische stratificatie op te heffen. De huidige angst op omkering van zuurstofloze onderlaag en de zuurstofrijke bovenlaag is ongegrond. Andersom kan dit juist wel optreden in een overgangsfase, nadat een gat in de dam is gerealiseerd.
Onrendabele getijdencentrale
Veertig jaar geleden is al gekeken naar mogelijkheden van een getijdecentrale in de Oosterschelde. Dit was en is in het geheel niet rendabel. Gaat nu het Rijk de infrastructuur voor de getijturbines in de Brouwersdam maken en komt er een verruiming van subsidiegelden om het turbineproject in het damgat te ontwikkelen? Dit alles om realisatie kost wat kost door te drukken.
De hoogste tijd voor verstandig handelen
Er is dan wel in Nederland een directeur zoetwaterbeleid. Het ontbreekt echter aan een verziltingsbeleid, waarbij het zoete water zo ver mogelijk naar de kust wordt gebracht om de sluipend toenemende verzilting maximaal te vertragen en terug te dringen. Vooruit verdedigen zou de basis moeten zijn van het nationale waterbeleid.
