Wat is de waarheid?
De landsregering heeft de “ontwerp-rijksstructuurvisie Grevelingen en Volkerak-Zoommeer” vastgesteld en daarmee het voornemen kenbaar gemaakt een beperkt getij terug te brengen in het Volkerak-Zoommeer en deze wateren op termijn te verzilten.
In de ontwerp-rijksstructuurvisie is op het kaartbeeld op pagina 28 te zien dat er vakantiewoningen voorzien zijn op de strook land tussen de Plaatvliet en de Binnenschelde, drijvende woningen op/aan/nabij de Prinsesseplaat en vakantiewoningen in de Auvergnepolder. De zelfde kaart is te zien in Verbonden Toekomst, een stuk van zeven gemeenten, waar ook het college van B&W Bergen op Zoom vorig jaar zijn handtekening onder heeft gezet. Bij brief berichtte het college aan mij: “De voorgestelde (vakantie)woningbouw in de visie, werd bij de businesscase beperkt tot eilanden in de Binnenschelde en de Kleine Molenplaat. Het College van Bergen op Zoom heeft evenwel geen fiducie in de voorgestelde (vakantie)woningbouw.”.
De MKBA (de maatschappelijke kosten-baten analyse) wekt een andere indruk. Geen businesscase, maar harde cijfers van mogelijke opbrengsten van gemeentelijke en rijksgronden waarop vakantiewoningen gebouwd zouden kunnen worden. Zo is op pagina 60 te vinden dat de gemeente aan bouwleges voor de waterwoningen € 1.050.000,– kan vangen en voor de recreatiewoningen € 780.000,–. Op pagina 61 is de grondopbrengst van de waterwoningen berekend: 2,9 miljoen voor de gemeente en 1,4 miljoen voor het Rijk. Voor de grond voor de recreatiewoningen kan de gemeente, volgens de berekeningen, 1,9 miljoen vangen en het Rijk 0,4 miljoen. Waar zouden die gegevens vandaan komen is dan de vraag? Sommige zijn af te leiden uit openbare cijfers zoals de leges. Maar de grondopbrengsten moeten toch echt voor een deel uit de gemeentelijk burelen komen.
Ik, en met mij velen, voel er niets voor om de Prinsesseplaat of de oevers van de Plaatvliet te bebouwen, maar wij zijn ook niet gekend in de plannen zoals geformuleerd in Verbonden Toekomst. Daar heeft wel het college van B&W van Bergen op Zoom zich aan verbonden, samen met de andere gemeenten met soortgelijke plannen, voor het gebied van het Volkerak-Zoommeer. De vraag is: waarom hebben ze het opgeschreven en middels een handtekening onderschreven als ze nu zeggen er geen fiducie in te zien? Ik kan er wel naar raden. Ook zij beseffen dat het financiële fata morgana’s zijn.
Ik denk dat men onder het motto: papier is geduldig en als de minister eenmaal tot verzilting heeft besloten zien we wel weer, tot de handtekeningen onder Verbonden Toekomst is gekomen. Nu het kabinet aan de ontwerp-rijksstructuurvisie heeft verbonden dat de eventuele opbrengsten gebruikt moeten worden om de verzilting te betalen heeft men ‘geen fiducie’ meer in de projecten die op papier het kabinet moesten overtuigen van het economische nut van de verzilting. Het doorprikken van de ballonen is wat de BSD en Ons Water betreft begonnen.
