Generaliteitsland
De landsregering heeft de “ontwerp-rijksstructuurvisie Grevelingen en Volkerak-Zoommeer” vastgesteld en daarmee het voornemen kenbaar gemaakt een beperkt getij terug te brengen in het Volkerak-Zoommeer en deze wateren op termijn te verzilten.
Veel van wat vandaag de dag gebeurt kent vaak oude parallellen. Mijn analyse over de plannen met het Volkerak- Zoommeer van de regering is dat Den Haag wel zijn oren laat hangen naar de Zeeuwse belangen maar dat de West-Brabantse belangen onderbelicht blijven omdat West-Brabant lang een Generaliteitsland was dat toen bestuurd werd vanuit Den Haag door de Generale Staten van de zeven provinciën. En nu gebeurt dit vaak door bestuurders afkomstig uit het dominante westen van ons land of door eigen bestuurders die de gedweeheid van hun voorgeslacht nog niet hebben afgeworpen. E. Härtel omschreef het in “Bergen op Zoom, proeve van een sociaal-geografische stadsanalyse” als volgt: “Het resultaat van de vorming van grotere politieke eenheden en het optreden van de scheuring in de Nederlanden, was er mede oorzaak van, dat Bergen op Zoom aan de periferie van het vrije noordelijke deel kwam te liggen en dat Bergen op Zoom als vestingstad belangrijk werd. Bovendien was Bergen op Zoom en haar omgeving een deel geworden van het Generaliteitsland, het door de Republiek geëxploiteerde gebied, dat van veel rechten verstoken was en zware lasten moest dragen.”
Het gegeven Generaliteitsland te zijn speelde keer op keer op bij conflicten over rechten. Als voorbeeld de eeuwen durende discussies over de visrechten tussen Thoolse en Bergse vissers in het gebied van het verdronken land van Reymerswael. Een deel van de vissers die de overstromingen op Reymerswael overleefde, had zich in Tholen gevestigd en een ander deel in Bergen op Zoom. Wie had de visrechten geërfd Bergen op Zoom of Tholen was de vraag? Tholen beschikte als stemhebbende in de Staten van Zeeland, één der belangrijkste en rijkste gewesten in de Republiek, uiteindelijk over meer macht dan een stad in het Generaliteitsland. “Het resultaat was, dat Zeeland Bergen op Zoom, “van veele visserijen” beroofde, zoals het in 1778 heette.” aldus E. Härtel.
Hoewel sinds ruim twee eeuwen Noord-Brabant formeel zich zelf mag besturen, heb ik vaak het gevoel dat onze belangen nog steeds ondergeschikt zijn aan die van de Randstad en soms ook Zeeland. Zeeland dreigt nu weer het beste weg te komen met een Rijksbesluit over de verzilting van het Volkerak-Zoommeer. Zij krijgen met de verzilting vooral de baten, zoals de uitbreiding van de schelpdierteelt en de toeristisch uitbreidingen in de vorm van jachthavens. West-Brabant betaalt wederom de hoofdprijs: dit gebied verdwijnt achter de sluizen, verliest veel zoetwaterinlaten, gaat verzilten en dient het water te bergen om de Randstad droog te houden. Voor mijn gevoel denken ze in Zeeland en de Randstad dat West-Brabant er alleen is om doorheen te rijden. De geest van de oude Staten Generaal ,die ons als Generaliteitsland bestuurde, waart nog steeds rond in de bestuurskamers van Den Haag. Het wordt tijd dat er een ander Brabants geluid gaat klinken in de discussies met het Rijk en de Zeeuwen.
