De landsregering heeft de “ontwerp-rijksstructuurvisie Grevelingen en Volkerak-Zoommeer” vastgesteld en daarmee het voornemen kenbaar gemaakt een beperkt getij terug te brengen in het Volkerak-Zoommeer en deze wateren op termijn te verzilten.
In het kader van het schriftelijk overleg over de ontwerp-rijksstructuurvisie hebben de Tweede Kamer fracties van de VVD, de PvdA, de SP en het CDA schriftelijke vragen gesteld, die door de Minister van Infrastructuur en Milieu, Schultz van Haegen, zijn beantwoord.
Op pagina 6 van het antwoord gaat de minister in op het scenario “waarbij de quaggamossel zich permanent en in voldoende mate kan vestigen in het Volkerak-Zoommeer”. Zij erkent dan dat “de waterkwaliteit blijvend kan verbeteren.” Zij geeft daarbij aan dat bij een scenario waarbij de quaggamossel in aantal terugloopt de overlast aan blauwalgen kan toenemen. Dat is een open deur! Wat je in de visie van Ons Water moet doen is het de quaggamossel makkelijk maken zich te vestigen door bijvoorbeeld harde ondergronden toe te voegen aan zijn biotoop waarop hij zich graag hecht.
Op pagina 6 merkt de VVD fractie op dat het scenario dat er niets zal gebeuren niet ondenkbaar is. “De financiering is immers nog niet rond.”
In het antwoord op pagina 7 stelt de minister dat “Als er geen financiering komt dan blijft de verwezenlijking van het ontwikkelperspectief (voorlopig) beperkt tot realisatie van de projecten Flakkeese spuisluis en Roode Vaart (1e fase) en uitvoering van de deltabeslissing Zoetwater.”
Verzilting is dus nog lang geen gelopen race!
De VVD-fractie wilde op pagina 7 graag weten “op welke wijze de waterkwaliteit van het Volkerak-Zoommeer op peil blijft zolang het zoet is”. Het antwoord is deels verbijsterend en zeker openhartig: “Zolang het Volkerak-Zoommeer zoet is zal Rijkswaterstaat de afspraken nakomen die zijn opgenomen in het Waterakkoord Volkerak-Zoommeer (2001) over het chloridegehalte in het meer. Om dit te kunnen doen is groot onderhoud aan het zoet-zout scheidingssysteem in het Krammersluizencomplex nodig. Dit is enige jaren uitgesteld in afwachting van een besluit over een zoet of zout Volkerak-Zoommeer. Hierdoor is er sprake van een grotere lek van zout door deze sluizen.” Hier erkent de minister feitelijk dat Rijkswaterstaat zich de afgelopen jaren niet heeft gehouden aan het afgesloten Waterakkoord. Er is weliswaar getracht om de in de zomer oplopende chloridegehaltes te beteugelen met extra doorspoelen met zoet water uit het Hollands Diep maar dat was er niet altijd in voldoende mate en dan liepen de chloride gehaltes alsnog op.
Als bewijs hiervan een citaat uit Milieueffectrapport waterkwaliteit Volkerak-Zoommeer (april 2012) pagina 87/88: “In het “droge” jaar 2003 werd door het stopzetten van de inlaat voor doorspoeling de norm voor het chloridegehalte bij de meetpunten Bathse Brug en mond van het spuikanaal herhaaldelijk overschreden.”. Dit laat ook zien wat de term “enige jaren uitgesteld” betekent in het antwoord van de minister. Minimaal 10 jaar!!
Positief in het antwoord is dat de minister toezegt te gaan onderzoeken of naast het herstel van het zoet-zoutscheidingssysteem “het mogelijk is via extra doorspoelen van het meer voorafgaande aan het groeiseizoen, het zoutgehalte in het Volkerak-Zoommeer omlaag te brengen”.
