oestersDe landsregering heeft de “ontwerp-rijksstructuurvisie Grevelingen en Volkerak-Zoommeer” vastgesteld en daarmee het voornemen kenbaar gemaakt een beperkt getij terug te brengen in het Volkerak-Zoommeer en deze wateren op termijn te verzilten.   

In het kader van het schriftelijk overleg over de ontwerp-rijksstructuurvisie hebben Tweede Kamer fracties aanvullende schriftelijke vragen gesteld, die door de Minister van Infrastructuur en Milieu, Schultz van Haegen, aanvullend zijn op 9 maart 2015 beantwoord

Soms denk je: waar halen ze het vandaan! Zouden rechtgeaarde parlementariërs de antwoorden van de minister geloven of nemen ze het voor zoete koek aan, omdat de minister van dezelfde club (de VVD) is?

Zo vroeg de VVD zich af of na het verzilten er extra betaald zou moeten worden voor zoet water?

De minister stelde: “Op voorhand kan niet worden uitgesloten dat de prijzen voor zoet water in de toekomst zullen stijgen.” In het antwoord wordt tevens herhaald dat de leverzekerheid zal stijgen en er een betere kwaliteit beschikbaar komt. In Natte 5 ben ik op deze fabel al in gegaan: niks verbetering van de leverzekerheid en alleen een kwaliteitsverbetering ten aanzien van het chloridegehalte, maar ook een verhoogde kans op bruinrot. Voor de gemiddelde (poot)aardappelteler een regelrechte nachtmerrie.

In het antwoord betoogt de minister dat op basis van de hogere leverzekerheid en de betere kwaliteit voor de landbouw “jaarlijks circa 86 miljoen euro aan extra baten zijn berekend”. Zij en haar ambtenaren moeten wel een hele dikke duim hebben om in deze extra opbrengst te geloven.

Wat de dikke duim overstijgt is het ministeriële antwoord op het VVD verzoek de “nieuwe inkomsten van de Rijksoverheid via bijvoorbeeld de afdracht van visserijrechten of de waarde van Rijksvastgoed te kwantificeren”.

Het antwoord: “Eventuele nieuwe inkomsten voor het rijk zijn door zo veel onzekerheden omgeven dat deze niet te kwantificeren zijn. Vooralsnog zijn geen andere nieuwe rijksinkomsten voorzien dan de in de vraag genoemde voorbeelden.”

In Natte 19 heb ik geschreven over het rapport “Verdienpotentieel zout-Volkerak-Zoommeer” van Royal Haskoning. Dit rapport laat zien dat verzilting een groot voordeel betekent voor de schelpdierenteelt en daardoor ook voor de verpachter: het Rijk. In dit rapport worden de extra inkomsten van het Rijk en de besparingen, zoals het niet meer hoeven bouwen van een derde kolk bij de Krammersluizen, keurig gekwantificeerd (de besparing voor het Rijk van onder andere de derde kolk is 74 miljoen). Hoezo de opbrengsten en besparingen niet kunnen kwantificeren? Voor mij een dikke leugen.
