In de morgen was er een bijeenkomst van de Noord-Brabantse waterschapsbond voor de 4 DB’s van de in Noord-Brabant actieve waterschappen. Kennismaken was het devies en kijken hoe we de samenwerking kunnen versterken en wat onze inzet zal zijn in de gezamenlijke overleggen met maatschappelijke organisaties. Gastheer was het waterschap Aa en Maas.
Om 19.30 uur was het overleg van de werkgroep cultuur. Dit keer in Bergen op Zoom. In het gehele AB leeft de opvatting dat in procedures het één en ander moet veranderen om het meer mogelijk te maken het AB aan de voorkant van de besluitvorming te betrekken bij de ontwikkeling van beleid.
Bij het openmaken van de post bleek op deze dag dat er voor mij een opsteker in de stapel zat. Een brief van de Dienst Justis van het Ministerie van Veiligheid en Justitie met mijn Verklaring Omtrent het Gedrag (VOG). Het verkrijgen van dit ‘papiertje’ was niet eenvoudig. Buiten de kosten (€ 30,05 kan het voor een veroordeelde leek een heel gedoe worden. Ik moest eerst een formulier invullen en daarmee naar de gemeente. Daar vulde een welwillende ambtenares, op 20 maart, het allemaal in op de computer en maakte zij een uitdraai ter ondertekening. Alles was ingevuld behalve het vakje advies van de burgemeester. Als leek denk je dan dat gebeurt later. Maar dat bleek een misvatting. Toen ik een brief van de Dienst Justis kreeg met het bericht dat ze voornemens waren mijn aanvraag voor een VOG af te wijzen en ik een zienswijze kon inzenden ging ik op onderzoek om uit te vinden wat het advies van de burgemeester was, zodat ik dit eventueel kon gebruiken bij mijn zienswijze. Er bleek geen advies en het bleek ook niet gebruikelijk. Het gebeurde alleen op uitdrukkelijk verzoek en dat was, zo bleek, nog niet eerder voorgekomen. Wel een beetje vreemd dacht ik. Een vakje op het scherm bij een ambtenaar dat niet wordt ingevuld! Bij navraag elders bleek ook daar dat burgemeesters niet standaard gevraagd worden om het advies. Ik vind dat vreemd. Want soms is de burgemeester bekend met zaken waar de ambtenarij niet van op de hoogte is en kan die kennis wel relevant zijn. Voor mij was het geen drempel om een zienswijze in te dienen. De wettelijke termijn om op een aanvraag te beslissen is acht weken. Ik had dus verwacht dat ik op 15 mei de beslissing zou hebben ontvangen. Op 27 mei de dag van de benoeming van het DB door het AB was er nog geen beslissing en moest ik er vanuit gaan dat ik geen VOG zou ontvangen. Het was een pittige discussie in het AB over de veroordeelde zonder VOG, die wel voor mij goed afliep. Ik kreeg van een ruime meerderheid toch het mandaat. Toch hoopte ik dat de VOG wel af zou komen. En hij kwam tot groot genoegen van mij en mijn (bestuurlijke) omgeving. Eind goed al goed!
