Van 6 juni tot 20 juni was ik op vakantie naar de Orkney eilanden. Over enkele weken zal mijn reisverslag te zien zijn op https://louisvanderkallen.nl/ onder vakanties. Dat betekent niet dat ik in die tijd niets aan ‘water’ heb gedaan. Ik heb in deze vakantie het boek “De waterschapswet een artikelsgewijs commentaar” uitgegeven door de Unie van Waterschappen gelezen. Maar ik heb ook geanalyseerd wat de samenstelling is geworden van de dagelijkse besturen (DB) van de 23 waterschappen. Dit mede omdat er politieke partijen zijn die keer op keer de discussie oprakelen over de geborgde zetels in de algemene besturen (AB) van waterschappen.
De rechtstreeks gekozen vertegenwoordigers voor ingezetenen bezetten in de AB’s 462 zetels. De vertegenwoordigers van ongebouwd (de agrariërs) bezetten in de AB’s 79 zetels. De vertegenwoordigers van de bedrijven bezetten 69 zetels en die van natuurterreinen 30 zetels. Die verdeling is bij wet/provinciale verordening vastgelegd. Partijen zoals de PvdA vinden dat de geborgde zetels (voor de agrariërs, bedrijven en natuurterreinen) zouden moeten verdwijnen. Ik deel die mening niet. Niet zonder reden heeft de wetgever in zijn wijsheid besloten dat bepaalde belangen altijd vertegenwoordigd moeten zijn in het functionele bestuur van het waterschap. Juist voor die geborgde belangencategorieën is de beschikbaarheid van wateren en een goede werking van het watersysteem van heel groot belang voor hun voortbestaan. Wat opvalt is dat de vertegenwoordiging van ingezetenen in de DB’s (72 van de 101 zetels) globaal overeen komt met hun percentage zetels (72 %) in de AB’s. Wat wel opvalt is de verdeling van de 29 DB zetels over de geborgde categorieën. De vertegenwoordigers van natuurterreinen hebben geen enkele DB zetel kunnen bemachtigen. De vertegenwoordigers van bedrijven hebben met hun 11 % van de zetels in de AB’s 9 % van de zetels in DB’s verworven en zijn dus net als de vertegenwoordigers van natuurterreinen ondervertegenwoordigd in de DB’s. De vertegenwoordigers van de agrariërs hebben met 12 % van de zetels in de AB’s 20 % van de zetels verworven in de DB’s. Ten opzichte van de vorige periode is vooral de vertegenwoordiging van bedrijven in DB’s achteruit gegaan en die van ingezetenen gestegen. Wat dit feitelijk betekent zal moeten blijken. In het verleden beheerden de vertegenwoordigers van bedrijven vooral de portefeuilles financiën en brachten daarmee hun kennis van bedrijfsvoering en geld in. In ons waterschap is dat gelukkig zo gebleven.
