Vooruitlopend op de benoeming in de avond had ik in de middag een portefeuilleoverleg met de ambtenaar die mij gaat ondersteunen bij de commissie waterkeringen van de Unie van waterschappen en een overleg met de ambtenaren die het project Boomkikker (een EVZ die twee populaties van boomkikkers verbindt) begeleiden.
Vrijdag 29 mei stond de commissievergadering op de agenda de en zaterdag 30 mei een paneldiscussie georganiseerd door de golfclub Toxandria over de boomkikker. Ik werd goed voorbereid voor beide bijeenkomsten.
Na een stevige discussie over mijn veroordeling voor het openbaar maken van stukken van de gemeente Bergen op Zoom die naar de mening van de rechtbank geheim hadden moeten blijven, werd ik door de algemene vergadering toch benoemd tot lid van het dagelijks bestuur. Ik haalde 21 van de uitgebrachte 29 stemmen. Ik zelf mocht niet meestemmen. Na een afwezigheid van ruim 15 maanden mocht ik weer gaan doen wat ik leuk vind en waar ik denk een goede bijdrage aan te kunnen leveren. Kiezers op Ons Water, kandidaten en AB leden bedankt. Ik ga weer mijn best doen voor een veilig en mooi West-Brabant, waar het voor mens, dier en plant goed toeven is.
29 mei
Vandaag eerst naar de commissie waterkeringen van de Unie in Amersfoort. Hier stond het ontwerp van de nieuwe waterwet op de agenda met onder andere de nieuwe normering primaire waterkeringen. Voor ons waterschap was vooral belangrijk dat in ons gebied de status van de Drongelens kanaaldijk niet zou veranderen. Die dijk willen we graag van Rijkswaterstaat (RWS) overnemen, maar dan wel in een goede en veilige staat van onderhoud. De discussie over die dijk voerde het waterschap en ik al jaren met RWS en wij willen die snel afronden zodat bewoners en ondernemers achter die dijk zich weer terecht veilig kunnen voelen. Na de commissie als een haas naar de Overdiepse Polder voor een presentatie aan ongeveer 50 studenten van een hoge school. Het ging als vanouds. Een student vroeg in de bus tijdens de rondleiding of ik wel eens een carrière in het onderwijs had overwogen? Mijn waterdag kon niet beter eindigen.
30 mei
Het eerste deel (die we fase 2 noemen) van een ecologische verbindingszone (EVZ) voor de boomkikker op het landgoed Toxandria werd op 30 mei feestelijk in gebruik genomen. In mijn eerste periode als DB-lid had ik de samenwerkingsovereenkomst voor dit project namens het waterschap mogen tekenen. Dus, ondanks dat ik er 15 maanden tussenuit was geweest, was ik redelijk goed op de hoogte van wat er in de tussentijd gerealiseerd was. Het eerste deel was gereed en was samen met het gerealiseerde ‘Boomkikkerpad’ door boomkikker en wandelaar in gebruik genomen. Heel leuk was dat het geluid van de boomkikker al werd gehoord. De EVZ werkte dus. Alle aanleiding om nu met de andere drie deeltrajecten aan de slag te gaan. Werk dus aan de winkel voor het waterschap en de gemeenten Breda en Gilze en Rijen. De paneldiscussie tussen de vijf ‘deskundigen’, vertegenwoordigers van belanghebbende organisaties, werd deskundig geleid door de betrokken wethouder Aletta van der Veen van de gemeente Gilze en Rijen. Ik vermaakte me uitstekend als panellid, hoewel de eindconclusie van de afsluitende voorzitter van de golfclub over mij was; “niet strak in het pak wel strak in de regels”. We willen als waterschap best flexibel zijn over de ‘aanbesteding’ van het onderhoud en de inzet van vrijwilligers. Maar het moet wel goed gebeuren zodat de EVZ goed blijft/gaat functioneren en de waterbergende functies ook in stand blijven en dit ook nog binnen de regels, deels opgelegd door de wetgever als het gaat over aanbesteden, die wij hebben te volgen. Dit laat onverlet dat de realisering en onderhoud van dit soort projecten heel goed en met derden en vrijwilligers moet kunnen. Alleen al om zaken betaalbaar te houden zal dat moeten. Maar dat vergt meer dan alleen een cultuuromslag. Ook de wettelijke regels dienen dan aangepast te worden.
