Als waterschapsbestuurder en als gemeenteraadslid bezoek ik vaak lezingen en symposia om te leren van de goede voorbeelden en denkwerelden van anderen. Zo bezocht ik vrijdag 22 mei de PAL lezing (Provinciale Adviescommissie Leefomgevingskwaliteit Zuid-Holland) in het provinciehuis van Zuid-Holland.
Dit keer gingen de lezingen over ruimtelijke kwaliteit. In de lezing Abe Veenstra kwamen tal van voorbeelden voorbij en werden adviezen gegeven hoe ruimtelijke kwaliteit vorm gegeven kan worden bij projecten in de openbare ruimte.
Voor mij, als Bergenaar, was het leuk dat de Mosesbrug gepresenteerd werd als goed voorbeeld van hoe een ontwerp van een brug kan bijdrage aan de kwaliteit van het vormgeven in de openbare ruimte. Voor mij als waterschapsbestuurder was het mooi dat het project Ruimte voor de Rivier, met als één van de projecten de rivier verruiming Overdiepsepolder werd genoemd als een project waarbij kwaliteitsteams meedachten en het project begeleidden om ook het begrip ruimtelijke kwaliteit een plaats te geven in het denken over en realiseren van een project.
De lezing van Michel Heesen richtte zich op ruimte en mobiliteit. Het trof mij in zijn verhaal dat er sinds de tijd van Cornelis Lely zoveel veranderd is. Toen in 1915 er wegen werden aangelegd gebeurde dat volledig binnen de bouwdienst van Rijkswaterstaat. En als het ging over de inpassing van wegen in het landschap werd Staatsbosbeheer ingeschakeld. Toen was het: overheid ontwerpt, aannemer bouwt. Nu is het: de overheid als manager, en risico en ontwerp bij aannemer. Met alle risico’s van dien. Denk aan wat er nu gebeurt bij de verbreding van de A15 bij Europoort. Ruimtelijke kwaliteit lijkt nu een ondergeschoven kindje. Het wordt hooguit gecamoufleerd met een beeldkwaliteitsplan. Maar kijk je naar de gekozen aanlegmotto’s in Zuid-Holland: “niet horen, niet ruiken en niet zien” voor de laagste prijs, dan is ruimtelijk kwaliteit in de weegfactoren bij de aanbesteding nauwelijks ter zake doende. Dit heeft tot gevolg dat we tussen muren van beton en glas rijden. Geen landschap of stedelijke uitzichten meer ervaren, maar kunnen ‘genieten’ van vervuilde graffiti. Wat mij betreft komt de tijd van Lely snel terug. Het wachten is op nog een aantal debacles zoals de A15 en het inzicht dat ruimtelijke kwaliteit iets anders is dan “niet horen, niet ruiken en niet zien”.
