Het laatste portefeuillehouderoverleg over de oplevering op 9 september van de Overdiepse Polder en over de open dag op 12 september. De minister kan rekenen op een mooie ontvangst en de burgers kunnen op 12 september genieten van veel leuke en mooie activiteiten.
2 september
Op de agenda voor de thema AB stond de kadernota 2016-2025. Er was een goede discussie en voor het eerst werden echte keuzen aan het AB voorgelegd. Het was vooral voor de nieuwe AB leden lastig om de merkwaardigheden van de kostentoedeling te begrijpen en wat dit voor beperkingen oplevert voor wie betaalt waarvoor en hoeveel? Welke categorie (ingezetenen, bedrijfgebouwd, ongebouwd, natuurterreinen) is de kostendrager van het systeembeheer (watergangen/dijken) of voor de waterkwaliteit (zuivering van afvalwater)?
Het viel mij op dat de zorgen over de schuldontwikkeling door vooral de grote investeringen in dijkverbeteringen door velen gedeeld werd. Er kwamen zelfs suggesties om na 2021, wanneer de tariefstijgingen af lijken te nemen, te kijken of de tariefstijgingen dan door kunnen gaan ten bate van de aflossing van schulden. Er was zeker een basis om eventuele meevallers niet te gebruiken voor tariefegalisatie, wat tot nu toe gebruikelijk is, maar te gebruiken voor het verminderen van de stijgende schulden.
4 september
De jaarlijkse excursie van het AB. Dit keer werd de slibverbranding Moerdijk (SNB) bezocht. We kregen een uitvoerige presentatie over het bedrijf, waar het waterschap mede-eigenaar van is en een rondleiding door het bedrijf. Daarna werd in Drimmelen de lunch genoten en nader met elkaar kennisgemaakt. Na de terugreis naar Bouvigne hadden we een werkgroep cultuuroverleg. Dit keer met een vertegenwoordiging van het directieteam met als doel te komen tot voorstellen waardoor het AB meer betrokken wordt bij de beleidsvoorbereiding.
7 september
Een portefeuillehouderoverleg over de verbreding van de A58 en de mogelijke gevolgen voor het waterbeheer in ons werkgebied.
In de middag een brainstormsessie over vismigratie in het deltagebied, georganiseerd door de Adviesgroep Borm & Huijgens, met deelname van: Martin Kroes (vismigratiedeskundige), Sjoerd Beljaars (redacteur vistijdschrift Beet), Ger de Jonge (voorzitter algemene waterschapspartij), Cor Huijgens, Wil Borm en Clemens de Witte (alle drie van de adviesgroep) en Martin Boelaars. De discussie ging over de mogelijke alternatieven voor de vismigratie vanuit zee de rivieren op.
9 september
De formele oplevering van het Ruimte voor de Rivier project Overdiepse Polder. In de morgen door de minister met veel officiële vertegenwoordigers, in de middag feestelijke oplevering met vooral de bewoners en de werkers aan het project. Een aantal mensen kregen uit handen van Hein van Stokkom (de secretaris/directeur van het waterschap Brabantse Delta) twee boeken over de realisering van het project uitgereikt. Ook ik behoorde, als bestuurlijke portefeuillehouder van het project, tot de gelukkigen. Vanaf het begin van de realisatie was ik er bij betrokken en heb in de afgelopen vijf jaar vele bezoekers mogen rondleiden en menig presentatie voor tal van nationale en internationale groepen mogen geven. Ze kwamen werkelijk overal vandaan.
In de avond een vergadering met de werkgroep cultuur van het Algemeen Bestuur van het waterschap. Langzaam maar zeker ontwikkelen we voorstellen tot systeem/procedure wijzigingen voor het bestuur.
10 september
In de vroege ochtend een overleg met Rob Sjoukes over de (bestuurlijke) belemmeringen om te komen tot innovatie bij het waterschap.Daarna een bestuurlijk overleg met belanghebbende overheden, betrokken bij de dijkversterking Geertruidenberg en Amertak. In de avond een fractieoverleg van Ons Water/ West-Brabant Waterbreed.
11 september
Een aantal presentaties gevolgd in het waterschapshuis te Amersfoort over de afgelopen waterschapsverkiezingen. Leerzaam en met veel tips voor de volgende verkiezing in 2019, waaronder een presentatie door Aart Paardekooper van How About You. Zijn presentatie ging over de effectiviteit van het benaderen van doelgroepen. Kort en goed kwam zijn betoog er op neer: benader alleen de groepen die vermoedelijk gaan stemmen. Wijken met lage opkomstcijfers zou je dan moeten mijden en je energie moeten richten op die wijken met (relatief) hoge opkomstcijfers. Hij zal best gelijk hebben, maar ik vind toch dat het in een democratie ook moet gaan om het stimuleren van de opkomst en je dus wel ook energie moet stoppen in de wijken met lagere opkomst cijfers.
12 september
De open dag in de Overdiepse Polder. Ik ben een uurtje geweest om toch vooral de medewerkers van ons waterschap te laten zien dat ik hun inzet waardeer. Er waren leuke/leerzame activiteiten georganiseerd waarbij ook de deelnemende bedrijven zich van hun beste en innoverende kant lieten zijn. Prachtig als overheden en burgers laten zien wat er met belastinggeld allemaal ten behoeve van de bescherming tegen overstromingen in ons land tot stand komt.
