Aan het eind van de morgen bijpraten over alle lopende zaken in de gemeente Drimmelen.
Daarna doorgereden naar Den Bosch voor het bestuurlijk overleg over de verbreding van de A27. Ik was te vroeg en bij de wandeling in de buurt van het kantoor van Rijkswaterstaat (RWS) aan de Westwal kwam ik in het Oud-Bogardenstraatje in een blinde muur een prachtig reliëf tegen van het Nederlandse Rijkswapen. 
In de vergadering zelf deed ik een laatste poging om de aanwezigen duidelijk te maken dat, nu de weg aangepakt wordt, ook de brug bij Keizersveer aangepakt zou moeten worden. Deze brug met zijn bruggenhoofden is voor een snelle afwatering van de Bergse Maas bij hoogwater een sta in de weg. Met de huidige constructie zullen in de toekomst bovenstrooms dure dijkverzwaringen nodig zijn die met een aanpak van de brug dan grotendeels vermeden kunnen worden. Nu lijkt het dat RWS droog (wegen) en RWS nat (rivieren/dijken) niet echt kijken wat voor de BV Nederland op termijn de goedkoopste oplossing is. De eigen potjes zijn heilig. De pech was ook dat de brug bij Keizersveer, hoewel de oudste in het traject A27 Utrecht- Breda, in veruit de beste conditie is. Hoewel van voor de oorlog en verplaatst van Moerdijk naar zijn huidige plek kan hij, in tegenstelling tot de andere bruggen in dit traject, nog zeker tot 2053 zonder groot onderhoud mee. Ze wisten voor de oorlog nog hoe ze bruggen voor een eeuwigheid konden bouwen. Dat was in een tijd dat kwaliteit en duurzaamheid belangrijker waren dat een ‘paar’ dubbeltjes nu besparen.

In de morgen de tweewekelijkse DB vergadering met onder andere een discussie over de procedures bij de aanpak van blauwalgen. Ook al is het ondertussen echt herfst geworden Bouvigne is altijd een prachtige plek om te mogen werken. Het uitzicht van de werkkamer van de bestuursleden op het kasteeltje waar de DB vergaderingen zijn, is ook in de herfst prachtig.
In de middag een foto sessie in het gebied waar de dijkverzwaring Geertruidenberg/Amertak wordt voorbereid.

In de avond eerst coalitie overleg. De Kadernota 2016-2025 en de begroting stonden op de agenda van het Algemeen Bestuur (AB). Plooien tussen de coalitiepartijen worden dan in een beraad vooraf gladgestreken en uitgewisseld, zodat het DB niet voor verrassingen komt te staan.
Dan het AB. Voor mij was het belangrijkste punt niet de begroting of de kadernota, die voor het eerst in jaren met algemene stemmen werden aanvaard. Voor mij was het belangrijkste punt de beëindiging van de deelname aan de gemeenschappelijke regeling Regionaal Archief West-Brabant (RAWB). Toen ik begin 2009 aantrad als DB lid, met in de portefeuille onder andere archieven, waren de archieven van ons waterschap en haar rechtsvoorgangers over een aantal plaatsen in ons gebied en zelfs daarbuiten verspreid. Er was een achterstand van circa 10 jaar ten aanzien van een juiste archivering, was niet altijd de toegankelijkheid goed geregeld en was de opslag soms niet onder de omstandigheden die wet en regelgeving voorschrijven. Kortom we voldeden niet aan de archiefwet! Dat wenste ik aan te pakken en als het kon uiteindelijk tegen lagere jaarlijkse kosten. Door twee ambtenaressen werd het karwei opgepakt. De achterstand werd aangepakt. Bepaald werd wat we wel c.q. niet gingen bewaren. De wettelijke taak werd het uitgangspunt, aangevuld met wat qua erfgoed en cultuurhistorie voor de regio belangrijk was. Want de waterschapsgeschiedenis moest wel in beeld blijven. Bewaarcontracten werden doorgelicht en een eigen ruimte voor het archief werd ingericht conform de wettelijke vereisten. Geleidelijk werd de achterstand ingelopen en de archieven opgeschoond. Contracten werden beëindigd en de spullen werden naar Bouvigne gehaald. De gemeenschappelijke regeling RAWB te Oudenbosch was de laatste plek, buiten Bouvigne, waar in dit geval het archief van één van de rechtsvoorgangers (het voormalige waterschap Land van Nassau) was opgeslagen. Beëindigen van deelname aan die gemeenschappelijke regeling was onder normale omstandigheden een dure aangelegenheid. Toen het RAWB echter aankondigde een fusie aan te gaan met twee grote gemeentelijke archiefdiensten was er een natuurlijk moment om uit te treden. De scoop van het RAWB veranderde aanzienlijk naar een organisatie die minder passend was voor het waterschap.
De wijze waarop derden gebruik maken van de diensten van een archief is bij een waterschap wezenlijk anders en minder kostbaar dan bij een gemeente. Het afscheid werd financieel draaglijker. Per 1 juli 2016 is het dan zover dat niet alleen al onze archieven zich op één plek bevinden (op Bouvigne), maar dat ook het aantal benodigde ambtelijke en bestuurlijke uren benodigd voor de archieven fors is gedaald. We hebben de achterstanden ingelopen en voldoen aan alle vereisten van de archiefwet. De bewaarkosten zijn dan fors gedaald (zonder de RAWB met circa 1 miljoen euro over de periode 2013-2022). Met het afscheid van de RAWB besparen we nog eens circa 70.000 euro per jaar. Hier past een woord van dank naar de betrokken ambtenaren en naar Jan Slenders mijn partijlid die in de circa 15 maanden dat ik uit het DB was teruggetreden het bestuurlijke werk heeft voortgezet. Ik ben tevreden met het mooie resultaat.

Bestuurlijk overleg gehad met wethouder van der Put van de gemeente Goirle. Agendapunten waren onder andere: inhaalslag handhaving keur en de voortgang in de realisering van EVZ’s (Rillaersebaan en langs de Oude Leij) en de gemeentelijke inzet daarbij.
13 november
In de morgen de Unie commissie Waterkeringen te Amersfoort met als agendapunten onder andere de samenwerking bij de toetsing van primaire waterkeringen, de nieuwe normeringen waterveiligheid en windturbines op/nabij waterkeringen.
In de middag een unie bijeenkomst over ruimtelijke kwaliteit in relatie met de projecten van waterschappen. Onderdeel was een beoordeling van een zestiental projecten van waterschappen. Met enige trots kan ik vermelden dat een project van het waterschap Brabantse Delta, de waterberging Zundert, bij deze beoordeling door de collega waterschapsbestuurders als eerste eindigde. Een mooi compliment voor alle daarbij betrokkenen.
