OVERHEIDSPARTICIPATIE
Recent heb ik het boek “overheidsparticipatie” van Peter de Rooy gelezen. Voor iedereen die werkt bij de overheid of bij de overheid een bestuurlijke functie vervult een lezenswaardig boek. In het boek wordt met regelmaat de loftrompet geblazen over wat herhaaldelijk het ‘showcase’ project Overdiepse polder wordt genoemd. Voor mij als portefeuillehouder van dat project (op een onderbreking van 15 maanden na, van het begin ( 2009) tot de oplevering eind 2015) is daar wel enige nuancering op zijn plaats. Het startte zeker niet als een showcase project. Het werd er door de enorme media aandacht van gemaakt. De basis van het succes was dat het idee (terpen in plaats van totale ontpoldering) van de bewoners zelf kwam. Als portefeuillehouder was het een project naar mijn hart. Ik heb er dan ook onevenredig veel aandacht aan gegeven. Zeker de eerste 18 maanden vanaf de start van de realisering besteedde ik er circa 50 % van mijn tijd aan. Ik kwam wekelijks in de polder. Deels voor gestructureerde overleggen met bewoners, uitvoerenden en andere bestuurders, deels omdat ik het leuk vond veel presentaties voor binnen- en buitenlandse belangstellenden te doen. Het effect was dat je keer op keer ook informeel benaderd kon worden door de bewoners, die vooral in die beginperiode vaak contact zochten met de bestuurder. Het succes van het project werd ook stevig bepaald door de enorme inzet van de projectleidster die van de start een succes maakte. De tweede belangrijke factor was dat voor één van de bewoners (Nol Hooijmaijers) niets teveel was. Met wie je ook aanklopte voor informatie of uitleg, hij en zijn boerderij stonden altijd ter beschikking. Dat waren wat mij betreft de sleutels naar het succes van het project.
Nu wacht ons om van de afhechting van het project nog een succes te maken. Nu de media aandacht wegebt, moet de Overdiepse polder weer een ‘gewone polder’ in het waterschap Brabantse Delta worden. Voor mij zijn de sleutels tot een succesvolle overheidsparticipatie:
- betrokkenheid van bewoners/belanghebbenden
- bevlogen projectleiders
- bestuurders die bereid zijn er veel tijd en aandacht aan te besteden
- overheden/vergunningverleners die wegen vinden om met een zekere flexibiliteit snelheid te maken
Overheidsparticipatie dient, mijn inziens, voor een belangrijk deel bewegen in de wind te zijn. Dat blijkt helaas vaak moeilijk voor overheden die gewend zijn regels te maken en te volgen.

In de avond de bijeenkomst van de werkgroep bestuurlijke vernieuwing met als belangrijkste agendapunt: sturen op hoofdlijnen. Hierbij is gekeken naar hoe de huidige wijze van agenderen van de algemeen bestuursvergadering zou kunnen veranderen om meer op hoofdlijnen te gaan besturen.

In de morgen de drielagen-bespreking Hart van Brabant op de rioolwaterzuivering in Tilburg van waterschap De Dommel over hoe de samenwerking tussen de gemeenten en de waterschappen in Hart van Brabant verder vorm te geven.
2 september
De BBQ van de achterban en fractie van Ons Water/West-Brabant Waterbreed op de boerderij van Niels Mureau nabij Made.
