In de morgen een overleg met de projectleiders van het Phario/bioplastic project. Hierin kon ik mijn beroepsmatige kennis over plastics en de productieprocessen inbrengen.
In de middag in het kader van de European Social Innovation Week de workshop “waarom moeilijk doen als het samen kan”.
20 september
DB vergadering met onder andere de agendapunten: de renovatie bedrijfsgebouwen op de RWZI’s Bath, Nieuwveer en Rijen en de nota Bestuurlijke vernieuwing: sturen op hoofdlijnen. Voor mij was het belangrijkste de intentieovereenkomst “inrichting beekherstel en ecologische verbindingszones gemeente Tilburg”, een sluitstuk van een lang bestuurlijk traject. Nu komt de uitvoering. Vanwege de ENECO tour, waardoor Bouvigne slecht bereikbaar was, waren we voor de vergaderlocatie uitgeweken naar het Novotel in Breda. Dat leverde de kennismaking op met wat wielerploegen die dat hotel die dag als uitvalsbasis hadden.

Een hele dag doorgebracht bij de nationale groendag bijeenkomst te Capelle aan den IJssel met vele interessante lezingen van onder andere Eduardo Marin Salinas van de Urbanisten. Een goed verhaal over een onderzoek in Zwolle waarbij helder werd gemaakt wat investeren in vergroening van de stad aan baten in euro’s opleverden op terreinen van waterberging, WOZ waarden, klimaat/hittestress, volksgezondheid en sociale samenhang. Voor mij een openbaring om te zien dat via een model (TEEB) inzichtelijk kon worden gemaakt wat investeren in groen en water aan maatschappelijke winst kan opleveren. De diverse lezingen gaven mij behoorlijk wat stof tot nadenken. Wat op dit soort bijeenkomsten ook leuk is, zijn de persoonlijke gesprekken die je kan hebben met jonge mensen die met hart en ziel zich inzetten voor een meer ‘groene wereld’. Eén van hen was Sara Reijnders met een pas gestart persoonlijk blog over groene onderwerpen.
Water kwam ruim aan bod met onder andere een lezing van Dijkgraaf en voorzitter van de Unie van Waterschappen Hans Oosters. Wat mij echter het meest zal bij blijven was een lezing over een dijkverzwaringsproject in Capelle, omdat voor mij helder werd dat ze er in de Randstad soms voor mij niet alleen rare, maar ook ondenkbare methoden op nahouden om draagvlak bij de gemeente of de burgerij te bereiken. Zo betaalde het waterschap de taxatiewaarden van 19 bomen die gekapt werden. Hierbij moet bedacht worden dat deze bomen illegaal waren. Want de keur (een watersch
apsverordening met de kracht van een wet), ook van het betrokken waterschap, verbiedt al sinds jaar en dag bomen op een dijk/waterkering. Veel geld storten in een gemeentelijk groenfonds voor de kap van illegale bomen is voor mij ondenkbaar! Overtreding van wetgeving kan nooit leiden tot betaling van ‘schade’. De betaling had andersom moeten zijn wegens het illegaal beschadigen van een waterkering door boomgroei. Dit soort, in mijn ogen, absurde betalingen maken dijkverzwaringen soms onnodig duur. En uiteindelijk moeten de burgers en bedrijven deze ‘meerkosten’ opbrengen.
Capelle aan den IJssel was de winnaar van de titel groenste stad 2016. Soms is bij zo’n bekroonde gemeente nog veel te verbeteren. Hun Stadsplein is totaal verhard. Voor de gelegenheid was de ingang naar de congreslocatie tijdelijk een beetje ‘groen’ gemaakt.
In de avond de bijeenkomst van de werkgroep bestuurlijke vernieuwing.

In de morgen de bijeenkomst van de Commissie ROV van de regio Hart van Brabant met voor mij als belangrijk agendapunt: de regionale opgaven in relatie tot PAS (programmatische aanpak stikstof) onder andere over het gebied Loonse en Drunense duinen en de Westelijke Langstraat.

De uniecommissie CWK met als agendapunten onder andere: de ‘visie op de regionale keringen’ en het kennisplatform Risicobenadering, met in de middag een werkbijeenkomst.
