OVER WATER – 60

In de middag een bijeenkomst waar de stand van zaken werd doorgenomen met betrekking tot het project Overdiepse Polder. Het project loopt ten einde en we bespraken de laatste zaken die nog moeten worden afgerond, zoals onder andere de herplant van bomen op de terpen. We hebben, naar aanleiding van een vraag van de dijkgraaf, teruggeblikt op de persoonlijke hoogte- en dieptepunten en te vermelden anekdoten. Voor mij kende het project vele hoogte-, dieptepunten en spannende momenten. Maar voor mij was het meest imponerende de begrafenis van een bij de werkzaamheden in de Overdiepse Polder gevonden Canadese soldaat. Bij de besprekingen over de vraag of het waterschap dit project in opdracht van Rijkswaterstaat wel uit zou gaan voeren en de daarbij beschikbare budgetten en verantwoordelijkheidsverdeling, was mijn inbreng dat er een stevig budget moest komen voor ‘bommen en granaten’ en voor de juiste berging en identificatie van eventueel te vinden stoffelijke resten. Ik wist dat er in dit gebied nog veel vermisten waren als gevolg van de slag om Kapelsche Veer. Mijn pleidooien vielen toen niet direct in vruchtbare aarde en de dijkgraaf van toen liet mij zelf met de programmadirecteur van Ruimte voor de Rivier bellen om die zaken te bespreken. Mijn harde motivatie was: “laat niemand vanwege de geldelijke gevolgen bij zo’n vondst de andere kant opkijken.” Uiteindelijk kwamen er voor deze zaken de geëigende budgetten. 
Toen dan ook op 29 september 2015 soldaat Albert Laubenstein na meer dan 70 jaar op het Canadese militaire ereveld bij Bergen op Zoom ter ruste werd gedragen, door militairen van nu van zijn regiment, en met alle militaire eer in aanwezigheid van zijn familieleden begraven bij zijn regimentswapenbroeders, had ik een goed gevoel dat de werkzaamheden in de Overdiepse Polder en mijn bescheiden bijdrage daarbij er toe hadden geleid dat Albert Laubenstein van een anoniem veldgraf zijn herkenbare plek kreeg bij zijn kameraden.

Portefeuillehouders overleggen over de komende bestuurlijke overleggen met de gemeenten Oosterhout en Goirle, het havenproject in Waalwijk en over de kwaliteit en procesaanpak van de waterkering aan de Kerkvaartse Haven in Waspik.
30 september
Ter gelegenheid van het Zuiderwaterliniecongres 2016 heb ik de gehele dag doorgebracht in Fort Isabella te Vught. De locatie van de voormalige Isabella kazerne, waar lang geleden het regiment wielrijders gelegerd was.
Een hele dag Zuiderwaterlinie dus. Een voor mij opvallende bijdrage was die van Arnoud-Jan Bijsterveld. Hij citeerde James Joyce “places remerber events”. Op bepaalde plaatsen ervaar ik dat ook. Ook zijn definitie van identiteit: “gedeelde opvatting van wat ons bindt” sprak mij aan. Daarna een rondgang langs de ideeën voor de vijf stellingen van de linie en een aantal gesprekken over de Keenesluis. Maar liefst twee provinciale ambtenaren en de gedeputeerde cultureel erfgoed spraken mij als portefeuillehouder cultureel erfgoed aan op de positie van het waterschap in deze. In de middag drie presentaties over het toeristisch potentieel, over de ontwikkelingen in de driehoek natuur, cultuur en economie en over anders denken, meer zien en beter besluiten. Vooral de presentatie van Petra van Egmond van het PBL met het accent op de economische waarde van de natuur sprak mij aan.
De presentatie van Susan van ’t Klooster van Savia liet mij beseffen dat besluitvorming niet meer het alleenrecht was van de kennisdragers/de wetenschappers. Beleidsbeïnvloeding door belanghebbenden en leken via de (sociale) media en allerlei overlegstructuren is belangrijk voor ‘draagvlak’. Centrale sturing is een gepasseerd station. Nu komt het aan op ‘gezamenlijke verhalen maken’. Voor mij klinkt het als: de leken aan de macht! Of de wereld daar nu echt beter van wordt waag ik te betwijfelen. In mijn beleving is de besluitvorming en de kwaliteit van de besluiten er echt niet beter op geworden door de introductie van de politiek (relatieve leken) in de waterschapsbesturen. Maar ik zal er mee moeten leven. Om ‘draagvlak’ te creëren zal er nog heel wat water in de wijn van de beste (technische) oplossingen moeten.
Tot slot een workshop gegeven door een studente van de NHTV, Janneke Vermulst over ‘storytelling’. Een enthousiaste jongedame die net haar werkstuk over de Zuiderwaterlinie Noord-Brabant had ingeleverd. Ze hoopte op een goed cijfer en beloofde mij het rapport toe te sturen. Daarover in een volgende Over Water vast meer. In een groepje van vier was ik de enige man. Met een jongedame van het Heusdens bureau voor toerisme, een ambtenares van de provinciale afdeling RO en met Lyanne de Laat, die een waterwandelarrangement organiseert vanuit gemaal Haastrecht, spraken we over te vertellen verhalen in verband met de Zuiderwaterlinie Noord-Brabant. Als verhalenverteller was ik zowel met het onderwerp als de gesprekspartners in mijn nopjes.
