Vandaag de Waterkring in Zundert. Ik heb de algemene presentatie gegeven en collega Kees de Jong de presentatie over het watersysteembeheer. Daarna hebben we gezamenlijk de vragen van de aanwezigen, overwegend agrarische ondernemers, beantwoord.
1 februari
In de middag bestuurlijk overleg met wethouder Ad van Beek (gemeente Dongen) en wethouder Gerard Bruijniks (gemeente Loon op Zand) over de door burgers en bedrijven ervaren overlast van bruine en zwarte ratten. Er is sprake van een snelle toename van de rattenpopulatie en als gevolg daarvan ook van de ziekte van Weil. De bacteriën die de ziekte van Weil veroorzaken, komen via de urine van de ratten in het oppervlaktewater terecht en kunnen vervolgens via de mond, neus, ogen of wondjes binnendringen. De gemeenten hebben te maken met een snelle toename van de overlastklachten en met snel stijgende bestrijdingskosten (in Loon op Zand een vervijfvoudiging in één jaar). Ook is bestrijding door een recent verbod op gif minder effectief geworden. De gemeenten gaan bij het kennis- en adviescentrum dierplagen en bij de gemeente Eersel nadere informatie opvragen om via communicaties/publicaties het publiek voor te lichten om de omgeving van de mens minder ratvriendelijk te maken. Ik heb toegezegd deze informatie dan ook te verspreiden, bijvoorbeeld via onze website. Tevens is gesproken over de wijze waarop zowel gemeenten als het waterschap onderhoud plegen aan bermen en oevers en daar mogelijk een te ratvriendelijke omgeving creëren. Ook hier is kennisdeling belangrijk. Mogelijk ligt hier ook een taak voor onze bisamrattenvangers. Ook uit andere delen van Nederland (vooral de oostelijke provincies) heb ik bij bijeenkomsten van de Unie van collega’s gehoord dat ook zij een toename zien van de populaties bruine en zwarte ratten en daar vragen over krijgen. Ik zal zowel het onderhoudsvraagstuk als de mogelijke (kennis)inzet van onze bisamrattenvangers opnemen met mijn collega van watersystemen Kees de Jong. Mogelijk ligt hier ook een taak voor de Unie en de VNG om dit probleem op landelijk niveau aan te kaarten en te kijken of het gifverbod niet tot ongewenste gevolgen leidt en aanpassing verlangt om de volksgezondheid te beschermen.
In de vooravond de werkgroep bestuurlijke vernieuwing met de nota “sturen op hoofdlijnen” op de agenda. In de avond een beeldvormende sessie van het AB over de waterkwaliteit.
2 februari
De Rioneddag te Utrecht met veel inspirerende sprekers. Ik leer steeds beter om te gaan met de digitale technieken die gebruikt worden op symposia en netwerkbijeenkomsten. Bij iedere spreker gaf ik digitaal een korte reactie die dan op een groot scherm verschijnen. De vaste inhoud was steeds “hittestress”. Op een bepaald moment was mijn commentaar: “wanneer komt er een spreker die beseft dat hittestress oversterfte veroorzaakt en de aanpak ook een bijdrage levert aan de aanpak van water”. Omdat ik steeds snel was met mijn reacties verscheen deze steeds bovenaan het scherm.
De laatste reactie bleek pijn te doen, want de presentator ging op zoek naar ‘Louis’ en ik kreeg de vloer en was in de gelegenheid de pakweg 400 gemeentelijke waterambtenaren tussen de oren te rammen dat er meer is dan een riool en dat je met het werken aan wateroverlast ook andere problemen kan aanpakken, zoals hittestress. Daarna kreeg hittestress de aandacht die ik zo graag wil. Zelf bezocht ik de workshop ‘waterportaal’ met de cases Zuid-Oost Brabant en de workshop ‘inundatiemodellen’. Ook bezocht ik een aantal kennistafels die mij weer menige inspiratie opleverde voor nieuwe artikelen. De afsluiting van de dag is de verkiezing van de winnaar van de RIONED innovatieprijs 2017. Alle aanwezigen bepaalden samen de winnaar. Het is dus een echte publieksprijs en het publiek bestond vrijwel uitsluitend uit mensen die dagelijks met water en riolen bezig zijn. Er waren drie genomineerden, waarvan twee uit het werkgebied van het waterschap Brabantse Delta. “Beer en Staartje” die leren over het riool in een spannend voorleesboek werd de trotse winnaar. Dit boek is te bestellen op de “Beer en Staartje” website. Ook de tweede genomineerde de GoFlow van SWWB scoorde prachtig. Dit goede idee werd tweede. De GoFlow is een innovatieve 3D geprinte bol die menige verstopping van een stuw kan gaan voorkomen. Mijn complimenten voor de ambtenaren van de gemeenten en ons waterschap die deze ideeën uitgewerkt hebben.
