OVER WATER – 79
Op de Rioneddag bezocht ik de workshop ‘waterportaal’ met de cases Zuid-Oost Brabant. Deze workshop ging inhoudelijk over de ‘Branchestandaard gemeentelijke watertaken’. De watertaken van de gemeenten nemen toe in omvang, belang en budget. De gemeente moet dan ook zorgdragen dat zij de juiste mensen qua kennis en competenties in huis heeft om de gemeentelijke watertaken naar behoren te kunnen blijven uitvoeren. De ‘Branchestandaard gemeentelijke watertaken’ kan daarbij behulpzaam zijn. De Rioned branchestandaard kan daarbij een hulpmiddel zijn. De eerste ervaringen zijn ronduit positief te noemen. Mijn advies: gemeenten kijk eens wat je daarvan kan leren en of het iets is voor de eigen regio.

Vandaag ben ik naar de kennisbijeenkomst “Samen anders doen met water en groen – Iedereen is waterbeheerder” geweest. Doel van de bijeenkomst was om handvatten en praktische zaken aan te reiken voor het toekomstige ontwerpen van duurzame, klimaatbestendige en vooral mooie tuinen. De belangrijkste spreker was Nico Wissing van NL Greenlabel. Nico Wissing is een inspirerend spreker met een passie voor ‘groen’. Voor gemeenten die willen vergroenen is hij en NL Greenlabel dan ook een goede keuze om die vergroening mede vorm te geven. In zijn presentatie kwam, zij het zijdelings, ‘hittestress’ voorbij, maar dan vooral door het gegeven dat vergroening tot verkoeling leidt. Na afloop van zijn lezing sprak ik hem er op aan dat hij ook door de materiaalkeuze van de harde delen van de openbare en private ruimte er op het vlak van klimaatadaptatie en hittestress winst kan behalen door de toepassing van materialen met bijvoorbeeld hoge albedowaarden (hoge licht reflectie/koele verhardingsmaterialen) en lage emissiviteit (warmteabsorptie). Hij had daar geen interesse in. Zijn inzet beperkt zich tot terugdringing van verharding. Verdieping qua materiaalgebruik is klaarblijkelijk niet zijn expertise, noch de expertise van NL Greenlabel. Mijn advies aan gemeenten en bedrijven die gaan voor een integrale aanpak van klimaatadaptatie/klimaatbestendigheid en daarmee mede de aanpak van hittestress: kies een andere adviseur.

Portefeuillehouder Overleg (PHO) over de agenda Unie commissie waterkeringen. PHO over de voortgang Roode Vaart. PHO over de A27 discussie ‘peilers of brughoofden’ en over een eventuele overeenkomst tussen RWS en de belanghebbende overheden inzake de realisatie van de verbreding van de A27.

Unie commissie waterkeringen te Amersfoort met als agendapunten onder andere: het consultatietraject invoeringswet omgevingswet, de aanpak beoordeling waterkeringen en de aanpassing beleidslijn grote rivieren. Ik vind het jammer dat met de invoering van de omgevingswet de naamgeving van de keur (waterschapswetgeving) verandert en deze eeuwenoude benaming wordt vervangen door waterschapsverordening. Mijn cultuurhistorisch hart doet hier een beetje pijn. Er ontstond een stevige discussie over de verandering in de beroepsmogelijkheden van de burger. Bij gemeentelijke wetgeving kan een burger, die bijvoorbeeld schade ondervindt door een bestemmingsplanwijziging (planschade), via een procedure daar een vergoeding voor krijgen. Uiteindelijk kan die procesgang eindigen bij de civiele rechter. De waterschappen kennen tot nu toe in dit soort gevallen de ‘nadeelcompensatie’. Die procesgang eindigt bij de bestuursrechter. De nu voorgestelde regelgeving wil dat harmoniseren en het voorstel is nu beide procesgangen te laten eindigen voor de civiele rechter. Voor de burger heeft dat het nadeel dat de gang naar de civiele rechter een hogere financiële drempel kent. Mijn insteek was dat er niets mis is met harmoniseren, maar dat voor een transparante overheid die streeft naar participatie van en controle door de burger, de drempel voor die burger niet te hoog mag worden. Zelf maakte ik een aantal kanttekeningen bij de aanpassing beleidslijn grote rivieren. De veranderingen houden in dat men met het maken van meer uitzonderingen meer mogelijk wil maken. Zowel ten aanzien van ruimte voor de rivier, als ten aanzien van wat kan en mag in de beschermingszone van een dijk. Zelf ben ik daar niet z’n voorstander van. Uiteindelijk leidt dit vrijwel altijd tot meer kosten bij toekomstige dijkverbeteringen en tot meer onderhoudskosten. Wat ook een punt is dat je steeds zal moeten uitleggen waarom iets op de ene plek wel kan en op een andere niet. Mijn ervaring is dat bestuurders en ambtenaren dan toeschietelijker worden op momenten dat het wat lastiger is. Terwijl de veiligheid en de kosten ook voor toekomstige generaties daar niet mee gediend zijn.
