Op 14 oktober 2017 (Over Water 113) schreef ik over een bijeenkomst met Rijkswaterstaat: “ik constateer dat de afgelopen tientallen jaren RWS juist geen rekening heeft gehouden met te verwachten ontwikkelingen in het verkeer. De afgelopen 50 jaar zijn vrachtwagens steeds zwaarder geworden en is er steeds vaker sprake van ‘exceptioneel’ transport over rijkswegen. Ook het scheepvaartverkeer is de afgelopen 50 jaar enorm veranderd. Grotere/bredere schepen en een toenemend motorvermogen. Het valt mij dan op dat relatief nieuwe bruggen eerder niet meer voldoen dan oude.”
Op 16 november stond in de NRC een artikel met de kop: “Zware tanks hebben sterke bruggen nodig” en de openingszin: “De infrastructuur in Nederland is niet geschikt om legermaterieel te verplaatsen. Dat zou wel moeten, zegt de commandant der strijdkrachten.”
“De infrastructuur in Europa, inclusief die in Nederland, is niet meer geschikt voor legers. Oude bruggen en viaducten gaan nog wel. Die komen uit een tijd dat bij elke brug die stevig genoeg was keurig een bordje stond met een tank erop. Maar juist de nieuwe ‘kunstwerken’ – zo licht en goedkoop mogelijk uitgevoerd – zijn obstakels geworden” zo viel in de NRC van 16 november te lezen. Soms concludeer ik zaken al wat eerder. Journalisten zouden Over Water wat vaker moeten lezen. Een veteraan sprak mij afgelopen vrijdag aan over het NRC verhaal. Zijn reactie: “zo kan je makkelijk op defensie bezuinigen. Als de Russische tankcolonnes oprukken hoeven we de bruggen niet meer op te blazen. Ze storten dan vanzelf in als ze erop rijden en verzuipen in onze rivieren.” Het is wel kort door de bocht, maar ik begrijp zijn reactie wel. Het voorgaande sterkt mij in de gedachte dat behoud en hergebruik van een solide vooroorlogse brug als de Oude Moerdijkbrug de moeite waard is.
In de aanloop naar de gemeenteraadsverkiezingen zal ik zo nu en dan in de Over Water stukjes iets opnemen dat gemeentelijke partijen op zouden kunnen nemen in hun partijprogramma’s.
Bovengrondse hemelwater afvoer
Onze steden en dorpen zijn grotendeels verhard door wegen, pleinen, parkeerterreinen, betegelde tuinen en gebouwen. Regenwater kan daardoor maar beperkt opgenomen worden door de ondergrond. Het regenwater wordt dan bijna volledig, buiten het zicht van de bewoners, afgevoerd via het riool, wat bij hevige buien kan leiden tot overbelasting van het rioolstelsel en de rioolwaterzuivering en kan leiden tot verontreinigd water op straat.
Bovengrondse afvoer van hemelwater maakt het water zichtbaar en kost in veel gevallen minder dan de aanleg van een gescheiden rioolstelsel. Een nevenvoordeel is dat foute aansluitingen voorkomen kunnen worden of snel opgespoord en bewoners minder snel geneigd zijn vervuilende handelingen op straat te verrichten. Ook vergroot bovengrondse afvoer de betrokkenheid van bewoners bij de waterhuishouding en kan de vormgeving van de afvoer een verrijking zijn van het straatbeeld.
In een land als Nederland is oppervlaktewater vaak dichtbij, dan zijn molgoten (maximale diepte 5 centimeter) een mogelijkheid. Het straatprofiel blijft dan gelijk, alleen de kolken kunnen verdwijnen en de molgoten kunnen met borstelwagens nog gereinigd worden. Ook zijn molgoten in een prefab versie beschikbaar.
In gebieden met een natuurlijk verval zijn open goten een alternatief. Die kunnen weliswaar niet meer met een borstelwagen gereinigd worden, maar door het grotere verval worden ze vanzelf schoongespoeld door het hemelwater. Ook met bedekte (prefab) goten is veel mogelijk. Zij kunnen met grotere diepten veel water afvoeren en zijn geen obstakel voor het verkeer en zijn zeer geschikt voor binnenstedelijke situaties. Andere mogelijkheden en nieuwbouw situaties zijn: holle wegen, greppels en stedelijke waterlopen.

De vergadering van het Dagelijks Bestuur met als agendapunten onder andere: de evaluatie van het participatieproces Geertruidenberg/Amertak, het vastgoedbeleid inzake pipingmaatregelen bij primaire waterkeringen, deeltaken in de meervoudige centrumregeling winnend samenwerken, de aanvraag van de subsidie bij het HWBP voor de planuitwerking Geertruidenberg/ Amertak, een uitvoeringskrediet voor de renovatie RWZI Nieuw-Vossemeer en de concept-agenda voor het AB van 29 november.
