Mijn laatste DB vergadering met als agendapunten onder andere: de dienstverleningsovereenkomst met SNB, het vervolg van de rijstteelt in de Albano vijvers, het handhavingsuitvoeringsprogramma 2018, de agenda van de NBWB vergadering, de agenda van het NBWB-GS overleg en de agenda van de ledenvergadering van de Unie.
13 december
Coalitie overleg over de invulling van de twee DB vacatures. Na afloop een thema AB vergadering over twee onderwerpen: de communicatievisie en de omgevingswet.
14 december
Overleg van de Noord-Brabantse Waterschaps Bond (NBWB) te Boxtel met als agendapunten onder andere: de wateragenda en concept ontwerp-Brabantse omgevingsvisie, ruimtelijk adaptatie & design thinking, concept verordening water, het project Brood en Spelen, realisatie versnelling uitvoering STUW en Toekomst van Brabant 250 gezonde klimaatbestendige groene schoolpleinen.
Daarna het overleg NBWB/GS met globaal dezelfde agendapunten als in het overleg van de NBWB.
In de middag het ZLTO congres waar ik de werkbijeenkomsten: ‘bruggen bouwen tussen volksgezondheid en veehouderij’ en ‘succesfactoren van een proactieve samenwerking tussen beleidsmakers’ heb bezocht. Er was ook een informatiemarkt met onder andere een presentatie van een theefabrikant/kweker gevestigd in Ulicoten, dus in het werkgebied van mijn eigen waterschap Brabantse Delta. Hier was ook een presentatie van de mogelijkheid je eigen thee te kweken in eigen tuin of op je balkon.
15 december
Vandaag een Unie klankbordgroep over de invoering van de Omgevingswet en de komende model waterschapsverordening. Er waren een drietal inleidingen, waaronder één van Katja Stribos van RWS. Katja Stribos is expert op de kerninstrumenten van de wet. Ze schreef mee aan de wet en organiseert nu de inhoudelijke ondersteuning. Dat een projectbesluit van een waterschap instemming behoeft van GS leverde een discussie op. Ik was er wel blij mee! Waarom? Na projectbesluit van een DB van een waterschap, is er geen rol meer voor een gemeente. Een projectbesluit gaat na invoering van de Omgevingswet boven een omgevingsvisie van een gemeente. Alleen de provincie kan dan nog roet in het eten gooien door instemming te onthouden. Nu kan een gemeente dat ook indien zij bijvoorbeeld weigeren een bestemmingsplan te wijzigen. Wat mij betreft betekent de Omgevingswet inderdaad een verbetering en een versnelling van de procedures tot besluitvorming.
