OVER WATER – 121
November was voor het waterschap Brabantse Delta de maand van de net-niet-prijzen. In de top 3 van Beste Overheidsorganisatie van het Jaar 2017. Staatsbosbeheer werd de winnaar. Wij tweede (ex aequo met Stadsregio Parkstad Limburg). Een mooie en eervolle prestatie, waarop de leiding, de medewerkers en het bestuur trots mogen zijn. Een andere net gemiste prijs was met de innovatiefabriek Nieuwveer. Eén van de drie genomineerden van de waterinnovatieprijs 2017 in de categorie ‘Energie en waterschappen’. De innovatiefabriek wekt eigen energie op en draagt met verschillende innovaties bij aan een circulaire economie (kringloop). Net mis, maar genomineerd worden en tot de top 3 behoren uit een veelheid aan inzendingen blijft een prestatie om trots op te zijn.
Recent gelezen het boek “tussen stoom en stroom” over de rol van de verbrandingsmotor in de Nederlandse polder- en boezembemaling. Uitgegeven door de Nederlandse gemalen stichting. Voor iedereen met belangstelling voor motortechniek en de waterschapsgeschiedenis het lezen meer dan waard. Een prachtig boek. In het boek wordt ook verwezen naar een gemaal in het werkgebied van het waterschap Brabantse Delta (gemaal Moerdijk) met een hybride verbrandingsmotor de Stork-Ricardo R203, 3 cilinder uit 1956. Vermoedelijk de enige, van dit merk en type, nog werkende in Nederland. Voor mij als portefeuillehouder cultuurhistorie een aandachtspunt. Proberen te behouden!

De bestuurlijke adviesgroep A27 met als agendapunten: de risico’s van het project, het esthetische programma van eisen, het Hooipolder Plus plan en het tekenen van de bestuursovereenkomst. Mijn belangrijkste inbreng was, dat bij het opstellen van het esthetische programma van eisen voor de bruggen ontwerpen, deze niet moeten leiden tot de onmogelijkheid van het verwijderen van grondlichamen zoals brughoofden. De huidige Keizersveerbrug met haar brughoofden zijn immers een stevige sta in de weg om te komen tot rivierbedverruiming en tot vermindering van de opstuwing bovenstrooms. Rivierbedverruiming zit echter niet in de TOP-eisen, zo kreeg ik te horen. RWS vindt dat meer iets voor de ontwerpingenieurs om daar eventueel inhoud aan te geven. Voor mij raar dat RWS droog (wegen en bruggen) (top)verlangens van RWS nat zoals waterveiligheid en bevaarbaarheid, nu en in de toekomst, niet meeneemt bij de TOP-eisen.

Een presentatie over de organisatie van de veiligheidsregio’s en de rol van gemeenten en waterschappen daarin. Daarna de stuurgroep Regionaal Bestuurlijk Overleg Maas (RBOM) en de stuurgroep Deltaplan Hoge Zandgronden (DHZ) met als agendapunten onder andere: de brochure “Toekomstbestendige zoetwatervoorziening op de Hoge Zandgronden”, de stand van zaken inzake het deltaplan ruimtelijke adaptatie, de voortgang en programmering werkprogramma DHZ, de actualiteit inspraak 6e actieprogramma nitraatrichtlijn en mestfraude, het projectplan verkenning nutriëntenaanpak Maas 2018-2019, de handreiking KRW-doelen, het jaarprogramma programmabureau KRW/DHZ Maasregio, de herpositionering klankbordgroep Maas en het voortgangsbericht programmabureau KRW-DHZ Maasregio. Keer op keer vallen mij bij dit soort bijeenkomsten de discussie op over de haalbaarheid van de KRW doelen. Ook ik heb mijn twijfels of deze haalbaar zijn in ons kleine volle landje. Dat laat echter onverlet dat je als overheden de plicht hebt deze na te streven, op straffe van mogelijk forse Europese boetes. Steeds vaker worden de discussies gedomineerd door het zoeken naar de ‘nooduitgang’! Hoe komen wij er onderuit? Met opmerkingen als ‘de boetes komen niet terecht bij de regionale overheden’ wordt afstand genomen van de taak/opdracht om als regionale overheden wettelijke taken en doelen na te streven om boetes voor de ‘BV Nederland’ te voorkomen en het milieu en de leefbaarheid te dienen. Zelf denk ik dat bij de beoordeling van de realisaties van de KRW-doelstellingen na 2027 het wel degelijk een rol speelt of de overheden in Nederland de wil hebben gehad echt alles wat haalbaar/betaalbaar was te doen. Het vroegtijdig zoeken naar de ‘nooduitgang’ is dan geen verdienste. Je concentreren op de realisatie van de KRW doelstellingen wel!

Ik begon de dag vroeg bij het waterschap om een aantal zaken te regelen. Van Ipad tot fiscale formulieren vanwege mijn overgang van het dagelijks naar het algemeen bestuur en bij te praten over een aantal onderwerpen. Daarna de stuurgroep Zuiderwaterlinie in het provinciehuis met als agendapunten onder andere: de vooruitblik erfgoedjaar 2018 en de voortgang Linieplanner.
Daarna naar het waterschaphuis in Amersfoort voor een klankbordgroep bijeenkomst over het onderzoek aanpassing belastingstelsel waterschappen.
