OVER WATER 128: NATUURONTWIKKELING, DE GLASAAL EN SYNCHRONE BESLUITVORMING
Op internet kom ik soms iets tegen wat me blij maakt en hoop geeft voor de toekomst. Als waterschapbestuurder en liefhebber van (water)natuur wil ik twee van die zaken deze week onder de aandacht brengen.
Het eerste is een natuurontwikkelproject waarin delen van een agrarische bedrijf omgevormd zijn tot landgoed Leijkant nabij Tilburg en toegevoegd aan het Natuurnetwerk Brabant. Dit omvat onder andere het weer laten meanderen van een beek en de aanleg van een bos en twee kikkerpoelen.
Het tweede is een monitoringsproject waarbij wordt gekeken naar de ontwikkeling van de aantallen glasaal met als oogmerk bewustwording en als doel de glasaal het makkelijker te maken vanuit de Noordzee onze binnenwateren te bereiken.

“Synchrone besluitvorming” (2017), een boek over versterkend handelen van tussenpersonen in meervoudige besluitvorming van onderzoeker Jitske van Popering-Verkerk. Het is een promotieonderzoek naar de complexe besluitvorming in de Zuidwestelijke Delta rond het programma Zuidwestelijke Delta. Mede naar aanleiding van de besluitvorming rond het dijkversterkingsproject Geertruidenberg/Amertak werd ik al in het voorwoord getroffen door de vragen: “Hoe komt het dat overheden keer op keer elkaar de wind uit de zeilen nemen, om zo eerder hun eigen doel te bereiken? Hoe komt het dat overheden elkaar vooral de loef afsteken, in plaats van ruimte aan elkaar geven? Hoe komt het dat overheden vaker op ramkoers liggen, dan dezelfde koers varen? Het proefschrift van Jitske is een prachtige reconstructie van 18 jaar ‘samenwerken’ in de Zuidwestelijke Delta, maar de voorgaande vragen zijn in mijn beleving nauwelijks beantwoord.
Het proefschrift bevat een veelheid van aanbevelingen. Mijn kort door de bocht conclusie, op basis van het proefschrift, is netwerken om te komen tot een meer synchrone besluitvorming!
Naar aanleiding van het voorgaande boek heb ik ook gelezen “Management in netwerken” (2007) geschreven door Max Herold. Het onderstaande citaat van Max Herold laat de andere kant zien van de netwerkbenadering.
“Daarbij sluiten ook twee bezwaren tegen een netwerkbenadering aan: Bij besluitvorming in netwerken is het proces en het spel belangrijker dan de inhoud: feiten en causaliteiten zijn immers ‘slechts’ sociale constructies en onderhandelbaar. Wanneer inhoud sterk wordt gebagatelliseerd, lijkt het spel van de besluitvorming alleen nog maar door macht te worden bepaald. Het laatste argument kan men natuurlijk ook omdraaien: een netwerkbenadering gaat uit van de gedachte dat iedere partij in een netwerk een eigen perspectief op de werkelijkheid heeft en dus ook gerechtvaardigde belangen heeft.”
Door het lezen van beide boeken is mijn inzicht in dit soort processen wel gegroeid, Maar of ik en/of mijn opvolgers als bestuurders, met als opdracht dijken te versterken en die dijken ook voor te bereiden op een duurzame veilige toekomst, er echt iets aan hebben, waag ik te betwijfelen. Voor waterschapbestuurders, die net als ik, gevormd zijn in niet politieke waterschappen rest straks alleen de herinnering aan een tijd dat het nog ging om de inhoud en de toekomst van de generaties na ons. Politiek blijkt een systeem dat gericht is op de korte termijn, terwijl waterbeheersing en waterveiligheid, naar mijn gevoel, gericht dienen te zijn op de lange termijn, tot honderden jaren toe.
