Ter lering en vermaak, maar ook ter ontspanning na de verschrikkelijke nederlaag van afgelopen woensdag, ben ik deze dag weer naar de PAL lezing geweest in het Provinciehuis van Zuid-Holland. In de statenzaal van Zuid-Holland, direct achter de mooie deuren heb ik onderhand een vaste plek. Het is ook prettig bekenden te ontmoeten die niet gelijk beginnen over de voor mij en de BSD dramatische verkiezingen.
De lezing ging dit keer over ‘Vrijkomende agrarische bebouwing – Kwaliteit, Kansen en Knelpunten’ en werd gegeven door Edo Gies, senior onderzoeker en adviseur Regionale ontwikkeling en ruimtegebruik bij Wageningen Environmental Research voorheen Alterra en van commentaar voorzien door Arie Verhorst, provinciaal voorzitter van LTO Noord in Zuid Holland.
Edo Gies zijn lezing was grotendeels gebaseerd op een eerder onderzoek “Ruimte voor de toekomst in het landelijk gebied. Trendverkenning 2020-2030 voor gemeenten met veel landelijk gebied” uitgevoerd in opdracht van de VNG.
De aangeduide trends waren:
- Het platteland wordt steeds meer een multifunctionele leef- en werkomgeving.
- Schaalvergroting van (agrarische)bedrijven en voorzieningen gaat gelijk op met een toename van kleinschalige en lokale initiatieven van burgers en bedrijven.
- Technologische innovatie kan juist op het platteland de bedrijvigheid en de leefbaarheid vergroten.
- De kwaliteit van de leefomgeving in het landelijk gebied staat onder druk.
- Initiatieven van burgers en bedrijven brengen oplossingen voor lokale problemen, maar niet zonder de betrokkenheid van gemeenten.
De Zuid-Hollandse situatie laat zien dat er steeds meer agrarisch bebouwing zal zijn de vrijkomen voor een ander gebruik. 2/3 van de bedrijven gaf in een onderzoek aan geen opvolger te hebben. Ook zijn er al een fors aantal bedrijven die feitelijk gestopt zijn, maar marginaal en formeel door boeren om fiscale redenen. Als je formeel stopt moet je afrekenen met de fiscus en dat bleek vaak een financiële of emotionele drempel. Als een ander te voorzien probleem werd genoemd de wettelijk verplichte asbestsanering. Over enkele jaren moet die afgerond zijn en bij stoppers is dat een probleem. Investeringen in vervanging terwijl je geen opvolger hebt of wilt stoppen is een haast niet te nemen drempel. Dit vergt bestuurlijke aandacht van gemeenten en provincies ter bewustwording en ondersteuning.
Arie Venhorst bepleitte buiten de ‘ruimte voor ruimte regeling’ een ‘bouwblok voor bouwblok regeling’ om te komen tot sanering van agrarische bouwblokken en zo verpaupering van het buitengebied te voorkomen. Het overwegen waard. Ik roep de provincies dan ook op dit politiek bestuurlijk op te pakken.
