OVER WATER 130: WATERTEKORT
Waterschaarste lijkt geen Nederlands probleem. Tot nu toe is dat de meeste jaren ook zo. Toch is de verwachting dat door klimaatveranderingen ook in Nederland zomerse droogteproblemen en waterschaarste in toenemende mate een probleem kunnen worden, waarmee de land- en tuinbouw maar ook transport over water in de (nabije) toekomst geconfronteerd kunnen worden.
Het tot op heden meest droge jaar dat ik heb mee mogen maken was 1976. De droogte was toen bijna dagelijks het nieuwsthema waar het journaal mee begon. Het leidde zelfs tot een uitgebreid onderzoek door Ir. P.K.M van der Heijde, met steun van de Dienst Grondwaterverkenning TNO, Rijkswaterstaat, Directie Waterhuishouding en Waterbeweging en de Subcommissie voor Hydrogeologie van de Koninklijke Nederlandse Akademie van Wetenschappen. Om een echt beeld te krijgen van de zomer van 1976 en onze mogelijke toekomst is het filmpje ‘de hondsdagen van 1976‘ het bekijken waard. Hittestress leidde in de zomer van 2003 in Frankrijk tot bijna 15.000 extra sterfgevallen en in Europa als geheel tot circa 70.000 extra sterfgevallen. De hittegolf van 1976 zouden die getallen ruim overtroffen hebben.
Toenemende oversterfte door hittegolven en waterschaarste is een probleem dat volgens een onderzoek, gepubliceerd in 2016 Science Advances, circa 4 miljard mensen treft.
Nu zijn er min of meer acute problemen in miljoenen steden als Kaapstad, Jakarta, Mexico City en vele anderen. In 2040, zo is de verwachting, zullen zonder ingrijpende maatregelen in heel veel landen ernstige watertekorten ontstaan, die ontwrichtend kunnen werken op het leven en werken in die landen. Het World Resources Institute (WRI) heeft in een uitgebreide rapportage geschetst welke landen, zonder de aanpak van dit probleem, getroffen zullen worden.
Het is de hoogste tijd voor een stevige aanpak. Mondiaal maar zeker ook op Europese en Nederlandse schaal. Ook voor gemeenten als Bergen op Zoom moet er over de volle breedte van het gemeentelijk beleid gewerkt gaan worden aan klimaatadaptatie en de aanpak van hittestress.
