Snelle maatregelen om schade door wateroverlast en langdurige droogte te voorkomen vinden zij nodig. Analyses laten zien dat als er niets wordt gedaan, we tot 2050 ruim 71 miljard euro schade tegemoet kunnen zien.
Ik ben het met de koepels van de gemeenten (VNG), de provincies (IPO en de waterschappen (UVW) eens dat haast en aanpakken nu nodig is. Maar wat let hun? De kosten komen altijd bij de burger uit. Of dat nu via de gemeentelijke belasting is of via de waterschapslasten. Betaald zal er moeten worden. Eerst naar een ander kijken, is een typisch Nederlandse manier om de verantwoordelijkheid van niets of te weinig doen op het bordje van een ander te schuiven.

Er lijkt niets veranderd!
Het gaat om aanpassingen in de openbare ruimte, waardoor het water meer ruimte krijgt. Het gaat om meer groen en tijdelijke wateropslag. Bij nieuwe bouwplannen en herinrichtingen rekening gaan houden met de klimaatverandering enz. Kortom, taken waar gemeenten en waterschappen voor dienen te staan. Er is een groot maatschappelijk vraagstuk dat nu om een oplossing en aanpak vraagt. Welke overheid het werk doet en welke overheid het betaald is uiteindelijk voor de burger niet relevant. Het is altijd de burger en het bedrijfsleven die de kosten, die de overheid maakt, betaald. Waterveiligheid is bij uitstek een maatschappelijk goed en daarmee in ons land een overheidstaak. Niet lullen maar poetsen zou ik zeggen. De voorzitter van de Unie van Waterschappen vindt dat de “schop nu de grond in gaat”. Dat vind ik ook. In het besef dat uiteindelijk het de burgerij is die voor de kosten opdraait, zou ik zeggen ga aan de slag. De burger beseft heel goed dat het niet uitmaakt of hij door de hond of de kat gebeten wordt, betalen moet hij toch. Dan heeft hij er baat bij dat hij zo snel mogelijk geboden krijgt waar hij behoefte aan heeft: waterveiligheid en bescherming van zijn have en goed.
Dus ophouden met het schijngevecht over ‘wie zal dat betalen’ en aan de slag, want het werk is groot en zal vele jaren in beslag nemen. Ga aan het werk! Geen woorden maar daden! Wachten kan niet meer!
Windmolens op primaire keringen
Op donderdag 7 juni bezocht ik, op uitnodiging van Joost Pellens van Innogy, een symposium met als titel: “Samen vorm geven aan de regionale energietransitie: duurzaam, innovatief en betaalbaar.”, met een onderdeel “windturbines op primaire keringen”. In een zaal vol windmolen-enthousiasten zag ik een bijzonder sheet voorbij komen met de titel “Wat is een faalmechanisme” met zeven faalmechanismen van dijken. Er werd uitleg gegeven over de combinatie van de dijkverbetering van de Oostpolderdijk en de plaatsing van drie windmolens daarop. Als de dijkverbetering is voltooid en de molens geplaatst zijn, kan het een goede zaak zijn ter plaatse eens een werkbezoek af te leggen en alle ins en outs nader te bekijken en hoe daarmee als dijkbeheerder om te gaan.
Een aantal onderdelen van de presentatie vond ik verwarrend omdat door elkaar termen worden gebruikt als ‘op’ en ‘in’ de dijk. Ik ken locaties waar bomen op een dijk staan en toch niet in een dijk. Dat kan omdat de dijk een formeel profiel heeft en de bomen staan in een laag grond die daarop is aangebracht. Wat onderbelicht bleef zijn de beschermingszones van een dijk (voor en achter de dijk) en wat die voor kansen zouden kunnen bieden. Voor waterschappers is een windmolen op/in een dijk iets beangstigend. Geen gedonder of risico’s nemen met een dijk is het uitgangspunt voor velen. Ook voor mij. Toch moet je bereid zijn ook naar die mogelijke multifunctionaliteit te kijken.
Het symposium werd opgeluisterd door de Sandlake City Jazzband. Zes mannen die met liefde, plezier, ritme en gevoel musiceerden. Van hun muziek heb ik genoten. Wat zouden zij een mooie aanvulling zijn voor het jazzweekeinde van Bergen op Zoom of Breda.
