Het vernieuwde Algemeen Bestuur wordt ingewerkt. Op woensdag 10 mei 2023 vond de vierde inwerkbijeenkomst plaats, dit keer met als thema ‘de waterketen’.
De presentaties blonken niet uit in historisch inzicht. Er was wat gestuntel met de leeftijd van onze eigen installaties. Maar wat ik erger vond, is dat bleek dat een presentator de indruk wekte dat het zuiveren van afvalwater pas begon na de komst van de wet verontreiniging oppervlaktewateren in 1970.
Helder is dat de rioolwaterzuiveringsinstallatie (RWZI) Bath ouder is dan de genoemde 30 jaar. Uitgaande van de “INVENTARIS VAN HET HOOGHEEMRAADSCHAP VAN WEST-BRABANT 1976-1990” is te stellen dat de bouw van de persleiding in 1971 begon en dat deze in 1976 in gebruik werd genomen. De persleiding van de rioolwaterzuiveringsinstallatie naar een lozingspunt nabij Waarde werd omstreeks 1980-81 in gebruik genomen. Er zijn rapporten betreffende geluidshinder van de rioolwaterzuiveringsinstallatie te vinden over de jaren 1981-1982. En het oudste overzicht zuiveringstechnologische gegevens dat ik heb kunnen vinden is van 1984. Dus de RWZI Bath werkt vermoedelijk circa 40 jaar en niet pas 30 jaar!
In oktober 1897 werd er bij besluit van de Koningin-regentes een Staatscommissie ingesteld met de opdracht “te onderzoeken, welke maatregelen behooren te worden genomen ter voorkoming van, voor de volksgezondheid schadelijke, verontreiniging der openbare wateren en van dit onderzoek aan Hoogst Derzelve verslag uit te brengen, eventueel onder bijvoeging van één of meer wetsontwerpen”. Het was de Staatscommissie tot voorbereiding van maatregelen tegen verontreiniging van openbare wateren, met als hoofdonderwerpen: Waterstaat, Ruimtelijke ordening & Natuur.
De commissie stelde vijf subcommissies in die elk een belangrijk aspect moesten onderzoeken en daarover moesten rapporteren. Op 29 juni 1901 werd een lijvig en degelijk rapport van ruim 200 pagina’s uitgebracht met als bijlagen onder meer de rapporten van de subcommissies.
Het geheel was “getuigend van inzicht en een ver vooruitziende blik.” Het bijgevoegde wetsontwerp, afgestemd op het ontwerp Gezondheidswet, werd in 1903-04 ingediend, maar nimmer behandeld en het is in 1905 ingetrokken. Toen begonnen overheden reeds met achter de feiten aan blijven lopen. Wel plannen maken maar die slechts deels uitvoeren.
De gemeenten daarentegen – die toen middels hun riool overstorten de belangrijkste veroorzakers waren van de overlast – gingen vaak wel aan de slag. Zij begonnen maatregelen te nemen en uiteindelijk RWZI’s te bouwen.
Als voorbeeld de RWZI Moerenburg aan de oostkant van Tilburg. Lang loosden de Tilburgse fabrieken hun afvalwater op de waterlopen. Omdat dit veel overlast gaf werd zuivering van het afvalwater noodzakelijk. Al vanaf het begin van de 20ste eeuw werden op Moerenburg proeven gedaan om het water van de Leij te zuiveren. In 1937 was deze installatie aan de Hoevense Kanaaldijk gereed, één van de eerste RWZI’s in Nederland. RWZI Moerenburg is nu een rijksmonument en een werkbezoek zeker waard!
De Nederlandse regering droeg in de jaren negentig de verantwoordelijkheid voor het zuiveren van afvalwater op aan de bestaande waterschappen en koos in het kader van de Richtlijn Stedelijk Afvalwater voor verwijderingspercentages per gebied. Daarvoor zuiverden de gemeenten hun afvalwater, vaak in samenwerking met waterschappen of zuiveringsschappen.
