De afgelopen week woonde ik een presentatie bij van de Provinciale Adviescommissie Leefomgevingskwaliteit (PAL). De PAL is een onafhankelijke commissie van externe deskundigen. Zij adviseert Gedeputeerde Staten en Provinciale Staten van Zuid-Holland over onderwerpen die van invloed zijn op de kwaliteit van de leefomgeving (milieu, groen, water, ruimte, mobiliteit en economie). Dit keer ging het over de toekomst van de kustverdediging.
De zeespiegelstijging stelt steeds grotere eisen aan hoe we de verdediging tegen het (zee-)water organiseren en inhoud geven. Eén van de plaatjes (zie foto) laat zien wat de toenemende druk van het water vanuit zee kan betekenen wanneer we niets (of te weinig) zouden doen aan de verdediging van onder andere de Hollandse kustboog.
Een kernadvies was: ontwikkel hoog Nederland! Verplaats een belangrijk deel van wat we de komende decennia van plan zijn te bouwen naar de hoge zandgronden in Oost- en Zuid-Nederland.
Een ander belangrijk effect van de stijgende zeespiegel en de noodzaak ons voor te bereiden op de noodzakelijke gevolgen daarvan was het van kleur laten verschieten van het landschap achter de dijken en de duinen. Het Groene Hart zal en moet een blauw hart worden (zie de foto).
Al die noodzakelijke veranderingen zullen vanaf nu gevolgen moeten hebben voor de inrichting van ons land en de werkzaamheden van de waterschappen in heel ons land. Als de landsregering haar eigen voornemen – geformuleerd in de Kamerbrief van 25 november 2022 – “water en bodem sturend” (over de rol van water en de bodem bij toekomstige besluitvorming over ruimtelijke ordening) serieus neemt, dan zal er veel moeten veranderen in het werk van de waterschappen! Aan het werk dus!
