Samenwerken hoeft niet iets groots te zijn. De uitstraling daarvoor open te staan kan bestaan uit een mail en een kort telefoongesprek. Bijvoorbeeld: ‘goede morgen Louis, we hebben jou als vertegenwoordiger van Ons Water (OW) een mail gestuurd met een (concept-)tekst in ons coalitieakkoord inzake het door jullie aangeleverde onderwerp “vaarbeleid”. Niets van dat al. Wat lezen we nu in het coalitieakkoord: “de toenemende mobiliteit vraagt ook IETS van de vaarwegen die wij beheren voor de provincie.” Als er in plaats van “iets” ‘aanpak’ had gestaan, had ik die zin heel anders gelezen. Daardoor is de eerste zin onder “Wat gaan we doen” (“we voeren het afgesproken takenpakket uit met de huidige inzet”) voor OW einde discussie. De onderhandelingsruimte met de provincie is dan al weggegeven.
In februari 1958 lanceerde de provincie Noord-Brabant “Het Welvaartsplan voor West-Brabant”; kern daarvan was het realiseren van de broodnodige voorzieningen op het gebied van waterwegen en havenfaciliteiten. De vaarwegen In West Brabant verlangden toen een vergaande modernisering. “Maak ze geschikt voor schepen tot 1350 ton”, was in 1958 de leuze! Het laatste gerealiseerde onderdeel van dat Welvaartsplan was de aanleg van het Mark-Vliet kanaal in 1983.
Er is op het gebied van tonnage en motorvermogen sinds 1958 heel veel veranderd. Transport over water kent anno 2023 andere eisen en mogelijkheden. In Oost-Brabant heeft de provincie samen met Rijkswaterstaat de mogelijkheden van transport over water de afgelopen jaren sterk verbeterd (denk aan de verbreding van de Zuid-Willemsvaart). Voor de economische ontwikkeling en een goede invulling van de energietransitie is dat ook voor ons werkgebied een noodzaak. Dat vergt wel meer dan IETS!
Als ons waterschap de waterautoriteit zou willen zijn, zullen we nu eisen moeten stellen aan de provincie. Dan moeten wij ook de durf moeten hebben om te zeggen “doe dat beheer zelf maar”. Wij willen de zaken goed doen en dat begint een nieuw plan om de vaarwegen en havenfaciliteiten te verbeteren, dat mag wel na 65 jaar! Het afgelopen jaar heeft de provincie het afgehouden om hier bestuurlijk over te praten. Dan vervolgens schrijven “We voeren het afgesproken takenpakket uit met de huidige inzet” is een gotspe!
Zijn we een willoos verlengstuk van de provincie of hebben we de wil om de dingen die we doen goed te doen ten dienste van onze bedrijven en ingelanden?
