Gisteren is het nieuwe Dagelijks Bestuur (DB) van het Waterschap Brabantse Delta gekozen. Voor het eerst sinds 2009 maak ik geen deel uit van een fractie die vertegenwoordigd is in het DB. Ik was bij één van de vacatures wel kandidaat omdat de coalitiekandidate voor die post geen enkele ervaring had in een waterschapsbestuur.
Maar ze was wel – net als drie andere – wel gekozenen van boerenafkomst. Slechts één van de gekozenen was niet van boerenafkomst. Maar ze bezit wel grasland voor haar paarden. En net als alle andere gekozenen woont ze in het buitengebied.
Geen enkele stedeling in het DB van het waterschap. In mijn 30-jarige ervaring in waterschapsbesturen heb ik dat nog nooit meegemaakt. Boer en/of bewoner van het buitengebied en/of groot (gras)landbezitter schijnen de nieuwe voorwaarden te zijn om toe te kunnen treden tot het DB van het waterschap. Ik zal de wet er nog eens op naslaan. Misschien heb ik wat gemist?
Ik dacht nog wel zulke goede ‘papieren’ te hebben. In stemmental de derde partij in de uitslag. Van de toen twaalf fracties adviseerde er zeven aan de ‘verkenner’ Ons Water mee te nemen in de coalitievorming. En slechts vier de fractie ongebouwd (de boeren). De verkenner koos voor de fractie ongebouwd omdat Ons Water een zetel had verloren door een afsplitsing en nu met twee zetels net zo groot was als – de niet door de kiezers gekozen, maar benoemde – fractie ongebouwd. Dat is vast de moderne uitleg van democratie en het luisteren naar de kiezer. 30 jaar waterschapervaring is niets als je in deze BBB tijd geen boer of van boerenafkomst bent of geen (gras-)land bezit. Mijn 191 vierkante meter grondbezit (mijn huis staat erop) is niet de moeite waard (geen gras).
Nu even afwachten wie de meeste tariefsverhogingen voor de kiezen krijgen. Vast niet de boeren.
Of gaat de oude regel gelden (uit de goede oude tijd: belang, betaling, zeggenschap). Wie een groter belang had, betaalde meer maar had ook meer zeggenschap, meer zetels. Dat zou nu kunnen gaan betekenen: meer zeggenschap, dus meer betalen. Maar het zal wel gaan zoals toen de VVD aan het bewind kwam, toen gingen de toptarieven van de belastingen van 72 % geleidelijk naar 49,5 % nu. En werden de tarieven van de bedrijven ook sterk verlaagd en een paar jaar geleden kwam zelf het VVD- voorstel de vennootschapsbelasting af te schaffen want Shell en Unilever waren zo zielig en dreigden zelf te verhuizen. Wat ze uit eindelijk toch deden. En de kiezer? De niet-boer en de niet-(gras-)landbezitter, mag over vier jaar weer stemmen. Of zijn de waterschappen wegens boeren éénzijdigheid opgegaan in de provincie? Of de geborgde zetels voor de boeren afgeschaft? Dan is dat een gevalletje van het eigen zwaard.
