Wie worden er beter van?
De landsregering heeft de “ontwerp-rijksstructuurvisie Grevelingen en Volkerak-Zoommeer” vastgesteld en daarmee het voornemen kenbaar gemaakt een beperkt getij terug te brengen in het Volkerak-Zoommeer en deze wateren op termijn te verzilten.
Al lijkt een plan nog zo onzinnig er is altijd wel iemand die er beter van wordt. De vraag is dan altijd wel: hoe lopen de hazen en welke lijnen zijn zichtbaar? In de maatschappelijk kosten-batenanalyse (MKBA) is op de pagina’s 73/77, in apart gekaderde teksten en tabellen/grafieken, aangetipt het grote belang van de mosselteelt en de ‘enorme’ potenties van het Volkerak-Zoommeer op deze economische activiteit. Enkele bemerkingen uit de MKBA over de mosselteelt die inzicht geven in de samenhang tussen de belangen van schelpdierkwekers en de mogelijke verzilting van het Volkerak-Zoommeer:
- Pagina 75: “De productie van de echte Zeeuwse mossel neemt structureel af en er lijken geen mogelijkheden dit tij te keren zonder de inzet van de Grevelingen en/of Volkerak-Zoommeer.”
- Pagina 77/78: “De pacht is nu 4 Ã 5 miljoen euro voor het Rijk. Opbrengst circa 850 euro per hectare (9 % van de jaarlijkse opbrengst).”
- Pagina 80: “Geschikt in het Volkerak-Zoommeer 2128 hectare (bodemcultuur) en 1108 hectare voor mosselzaadinvang en/of hangcultures.”
- Pagina 81: “Naast de mogelijkheden voor mosselcultures in het Volkerak-Zoommeer is er een breder uitstralingseffect, in de zin dat aquaculturen op de Oosterschelde (mosselen en oesters) positieve effecten kunnen ondervinden wanneer er voedselrijk water op de Oosterschelde gespuid wordt.”
- Pagina 138: “Zeker voor de mosselvisserij kan er enige haast zijn in verband met de teruglopende productie en schaarste aan mosselzaad.”
Op pagina op 113 van het Milieueffectrapport bij de Rijksstructuurvisie (oktober 2014) is te vinden dat het Volkerak-Zoommeer totaal 10.527 hectare groot is waarvan 7.387 hectare water. 3.236 hectare is dus geschikt voor de schelpdierkweek (pagina 80, MKBA). Als we dan ook de vaargeul beschouwen, blijft er bitter weinig aantrekkelijks over voor de andere beoogde functies van het verzilte Volkerak-Zoommeer. Bij het terugbrengen van het getij profiteert de schelpdierteelt direct omdat de voedselschaarste in de Oosterschelde (deels) wordt opgeheven. Het rijk gaat dan voor 9 % van de opbrengst mee profiteren. Wij gunnen de Zeeuwse kwekers en werkers in die bedrijfstak een goede boterham. Maar niet ten koste van alles. Het grotendeels verwoeste bodemleven onder de hangcultures is nu niet bepaald een aantrekkelijk vooruitzicht voor de natuur van het Volkerak-Zoommeer. Het beeld van vele drijvende markeringstonnen en vele hectares water die voor de recreatievaart gesloten zullen worden, verkleinen de toekomstige kansen voor de recreatie fors. Van de recreatieve vergezichten zal weinig over blijven.
Bij de verzilting en de terugkeer van het getij profiteren de schelpdierkwekers in de Oosterschelde direct van de hogere fosfaat- en nitraatgehalten ongeacht de eventuele (overgangs)ellende die de recreanten en oeverbewoners zullen ondervinden van het grote sterven in de overgangsfase, hoelang die ook zal duren. Ook het Rijk kan gelijk genieten van de hogere pacht inkomsten. Ik ben benieuwd wat er dan van de soms mooie cijfers, vermeld in het MKBA, overblijft. Want bijna al die cijfers zijn gebaseerd op een soort alleenrecht van al die toekomstdromen. De ervaring leert dat, als je geen rekening houdt met de dromen van een ander, ook je eigen dromen vaak veranderen in nachtmerries.
