Het stopt nooit
De landsregering heeft de “ontwerp-rijksstructuurvisie Grevelingen en Volkerak-Zoommeer” vastgesteld en daarmee het voornemen kenbaar gemaakt een beperkt getij terug te brengen in het Volkerak-Zoommeer en deze wateren op termijn te verzilten.
In artikel 6 in deze reeks omschreef ik reeds de honger naar zoet water en de gevolgen van het Rotterdamse beleid rond de Nieuwe Waterweg vanaf de jaren vijftig van de vorige eeuw. Ik eindigde dat artikel met een verzuchting: “Het wordt tijd dat de landelijke politiek zijn werk gaat doen en doorkrijgt dat vanaf eind jaren vijftig van de vorige eeuw de rest van Nederland gebruikt wordt als zoetwaterleverancier voor de eeuwig hongerige Nieuwe Waterweg. Rotterdam moet ophouden de problemen die haar havenactiviteiten veroorzaken af te wentelen op de rest van Nederland.”
Deze week werd duidelijk dat Rotterdam gewoon doorgaat met anderen op te zadelen met de gevolgen van haar beleid. Het Havenbedrijf Rotterdam wil de Nieuwe Waterweg wederom verdiepen om de scheepvaart een betere toegang te geven tot het Botlekgebied. Uit een voorbereidende rapportage van november jl. blijkt dat dieper water leidt tot meer instroom vanaf de Noordzee, waardoor de instroom van zout water richting Rotterdam toeneemt en de zoutindringing en de bodemerosie versterkt. Dit zal op termijn weer leiden tot een grotere zoet water vraag vanuit de regio Rotterdam, omdat weer meer inlaatpunten van zoet water voor drinkwater en de landbouw daar zullen verzilten. Het wordt dan zeer de vraag of er voor ons gebied net als in het verleden steeds minder zoet water beschikbaar zal zijn.
Op 4 februari gaf de heer P. Hordijk (provincie Zuid-Holland) in het stadhuis van Bergen op Zoom een presentatie over de plannen met het Volkerak-Zoommeer. Nu kijk ik altijd kritisch naar de betogen van mensen die op de loonlijst staan van de provincie Zuid-Holland en daarmee, voor mij, primair verbonden zijn met de belangen van Rotterdam. Dus ook naar de inhoud of het gebrek daaraan van een presentatie over de voor West-Brabant belangrijke veranderingen aan de waterkwaliteiten van het Volkerak-Zoommeer.
De heer Hordijk stelde dat de waterkwaliteit van het Volkerak-Zoommeer niet geworden was wat men er in 1987 van verwachtte. Wat mij dan altijd opvalt is dat na z’n constatering men niet uitlegt wat de oorzaken daarvan zijn. In artikel 7 in deze reeks heb ik al een tipje van de sluier opgelicht. De hoofdoorzaak is het steeds oplopende gebrek aan zoet water om het Volkerak-Zoommeer door te spoelen en op die wijze de verzilting en de ontwikkeling van blauwalgen tegen te gaan. Dat gebrek aan zoet water kent maar één oorzaak en die is begonnen met de aanleg van de Nieuwe Waterweg en het keer op keer verdiepen daarvan en de aanleg van meer havens langs die Nieuwe Waterweg en het daardoor steeds toenemende (zoute) vloedvolume. Als dit proces niet stopt zal er straks vaker, zelfs voor de inlaat via de Roode Vaart, geen zoet water zijn voor onze landbouw en industrie.
Het wordt tijd dat de oude strijdkreet van de Hertog van Brabant “Were Di” over het Hollands Diep zal klinken. En wij onze kaarten gaan aanpassen en het Hollands Diep veranderen in Brabants Water! Het lijkt nooit op te houden. De heren van Holland blijven proberen zich Brabants bezit toe te eigenen.
Was het eind van de 15e eeuw de graaf van Nassau die de gorzen ten noorden van Gastel en ten westen van Zevenbergen opeisten (hetgeen bestreden werd door de heer van Bergen op Zoom), nu zijn het de havenbaronnen van Rotterdam die ons van het kostbare zoete water willen beroven. Moge de geest van Hertog Jan weer over ons komen. Nu is het niet meer aan de Grote Raad van Mechelen om recht te spreken maar aan het parlement om recht te doen.
