Wat is de waarheid? – 5
De landsregering heeft de “ontwerp-rijksstructuurvisie Grevelingen en Volkerak-Zoommeer” vastgesteld en daarmee het voornemen kenbaar gemaakt een beperkt getij terug te brengen in het Volkerak-Zoommeer en deze wateren op termijn te verzilten.
In het kader van het schriftelijk overleg over de ontwerp-rijksstructuurvisie hebben de Tweede Kamer fracties van de VVD, de PvdA, de SP en het CDA schriftelijke vragen gesteld, die door de Minister van Infrastructuur en Milieu, Schultz van Haegen, zijn beantwoord.
Vaak komt het in het politieke bedrijf neer op: wie krijgt, als doelen niet gehaald worden, de ‘zwarte Piet’ en wie draait dan op voor de kosten.
De minister stelt in haar antwoord op pagina 2,1 aangaande de mogelijke gevolgen van de verzilting van het Volkerak-Zoommeer: “Alleen in West-Brabant zullen in gebieden met ‘zoete’ KRW-doelen deze mogelijk niet volledig gehaald worden. Daar staat tegenover dat in gebieden met ‘brakke’ doelen de haalbaarheid juist verbetert.”.
Als je beseft dat het niet halen van de KRW doelen na 2027 een forse boete vanuit Brussel kan opleveren, besef je dat die boete en de mogelijke extra kosten om de ‘zoete’ KRW doelen alsnog te halen voor het waterschap Brabantse Delta en haar belastingplichtigen zullen zijn. Terwijl de maatregel juist de mogelijke kosten voor de beheerder van het Volkerak-Zoommeer terugdringt en de beheerder is dus het Rijk! Want de mogelijkheden om de ‘brakke’ doelen te halen “verbetert” immers.
Soms is het verbazingwekkend hoe lichtzinnig er wordt omgegaan met het belang van zoet water voor Nederland in haar totaliteit. De CDA fractie stelde in dit kader de vraag: “of er uit de berekeningen blijkt dat het zout maken van het Volkerak-Zoommeer geen effecten heeft op de zoetwatervoorziening van het hoofdwatersysteem?” Dit met name in het kader van de klimaatverandering en de voorgenomen verdieping van de Nieuwe Waterweg. Ondergetekende heeft reeds eerder in deze reeks (Natte 6 en 17) geschreven over de effecten van onder andere de Nieuwe waterweg.
Het antwoord van de minister is wat mij betreft verbijsterend: “de effecten van de verdieping van de Nieuwe Waterweg worden momenteel in het kader van de stresstest onderzocht. Daarbij worden ook het tegengaan van de effecten van klimaatverandering en het zout maken van het Volkerak-Zoommeer betrokken”. Voor mij de omgekeerde wereld.
De landsregering neemt met het vaststellen van de “ontwerp-rijksstructuurvisie Grevelingen en Volkerak-Zoommeer” zich eerst voor het Volkerak-Zoommeer te verzilten en gaat daarna pas onderzoeken wat dit kan betekenen voor het totale zoetwatersysteem. Ondertussen dienen de omliggende gebieden alvast rekening te houden met verzilting van het Volkerak-Zoommeer en worden alvast tal van maatregelen genomen. Een beetje raar is dat wel!
